Responsibilities
Role Purpose
The Sr. Solution Engineer provides technical support for carrier solution designs and circuit changes in support of ministry telecom expense management. Additionally, the Sr. Solution Engineer supports the Manager of Solution Engineering and Engineering team in support of carrier network changes.
Functional Responsibilities
- Solution Design, Build and Deploy
- Reviews and approves Low Level Design documentation and configurations developed by Managed Service Providers (MSPs) and telephone carrier partners
- Manages the deployment of technical solutions and the technical teams in implementing the carrier trunking changes; maintains the capability to develop detailed solution designs with the architecture team
- Supports research, planning, and recommendation of hardware and software choices for ministry and national voice trunking, carrier, and wireless E911 solutions
- Interfaces with Solution Architects within Telecom and partners with Vendors to develop detailed Bill of Materials (BOMs) for hardware and software requirements
- Assists the engineering team when needed for test case development for Unit, QA and System Integration testing to ensure error-free viability of the solution in the production environment
- Partners with BAs and power users to develop and oversee UAT including test case development and test results evaluation; manages defect escalation and business impact analysis
- Identifies measurement criteria and metrics where appropriate to ensure that the system/solution is performing adequately according to the prescribed specifications; collaborates with Service Delivery Managers to review anomalies and resolve root cause of issues
- Participates in planning initiatives, feasibility studies, cost/benefit analyses, new systems design, detailed project workplan and effort development, and implementation timelines
- Provides input for the development of detailed project work plans and effort estimates for solution development
- Communicates technical requirements in enough detail to IT stakeholders across domains, and conversely communicates technical solutions with BAs in non-technical terminology
- Understands and follows corporate architectural guidelines, standards and policies
- Facilitates interactions between MSPs / 3rd party vendors and internal service delivery team as necessary for technical support related to transition of changes into production
- Prepares change management playbooks for implementing platforms from the design phase into the deployment phase
- Assists with building and maintaining an accurate Configuration Item inventory of telephony systems and components in the CMDB
- Technical Support
- Stays abreast with industry best practices for infrastructure or application area of focus and supports continuous improvement activities to increase the cost effectiveness and/or quality of delivery of related services
- Assists in selection of tools that are required to support the service tower/domain for monitoring and measurement of metrics and compliance with service levels, or user expectations
- Produces technical documents that describe the appropriate functions and features of services/solution
- Provides financial input on department or project budgets, capital expenditures or other cost estimates as requested for new and current carrier services
- Provides and analyzes trunking and billing usage reports to find potential cost savings and efficiencies
- Able to interpret provider customer service records and telecom billing invoices
- Engages users to understand symptoms, and identifies potential root causes of user issues and dissatisfaction

Qualifications: Education and Work Experience
- BS in Computer science, engineering or related field or an equivalent combination of education and/or experience preferred
- 5+ years of experience in designing and deploying technical solutions in a large-scale complex environment
- Previous experience with overseeing managed service providers for building and deploying technical solutions, and managing successfully to outcomes is preferred
- Possess breadth of knowledge and experience in multiple domains of information systems (e.g., servers, storage, database, middleware, application technologies, networking, security)
- Healthcare provider industry experience is preferred
Requirements
Education:
- High School diploma equivalency with 2 years of cumulative experience OR Associate’s degree/Bachelor’s degree with 1 year of experience OR 5 years of applicable cumulative job specific experience required. 2 years of leadership or management experience preferred.
