Under the direction of the Manager- Project Engineering, Senior Network Planning Engineer will be responsible for access network planning, Long-haul and FTTx architecture review, designs, permitting, and project management processes related to outside plant (OSP) Telecommunications engineering designs and construction. The role requires to liaise with clients, internal stakeholders and vendors.

SPECIFIC RESPONSIBILITIES AND RESULTING OUTCOMES

Liaise with OSP field teams and the client to determine component selection, routing, and network architecture guidelines to produce detailed engineering designs.

Perform right of way and route assessments by mapping all surface features, utility pole information and collect subsurface utility data to determine the most efficient placement method (i.e., aerial over-lash, new strand placement, open trench, directional bore, plough, etc.) based on material and crew costs, soil conditions, structure health, traffic safety, environmental safety, municipal permitting requirements, and any other relevant considerations.

Responsible for Obtaining and documenting standards of the permit granting authorities, including municipal, regional district, provincial and federal agencies, first nations, railways, and pipeline owners, and verifying compliance to all permit requirements both in the engineering and construction of the project.

Prepare, manage, and maintain project documentation, maps, and CAD drawings. Create drawings and records of fiber and copper routes, splice locations, construction notes, bills of materials and project overviews.

Work with multiple customers and prepare all deliverables within each customer’s specifications.

Interpret underground and aerial telecom facilities records on maps and field notes.

Perform work in compliance with up-to-date Safety Codes, Electric Codes, CSA standards (C22.3 No. 1-15, C22.3 No. 7-15) and customer standards and best practices.

Must take ownership of the data lifecycle for infrastructure projects; from design through construction, to as-builts and ultimately into the client asset inventory database (Example: Spatial-Net)

Review Planned Road Improvement Civil Design Drawings and identify/mitigate conflicts with existing aerial, buried and underground telecommunications facilities. Coordinate resolution associated with all utilities impacted by proposed road improvement designs and joint utility trenching

Attend customer meetings; perform site surveys and walk-outs as necessary to comply with customer requirements and project timeline.

Must be updated with knowledge of current OSP design principles (GPON / FTTH, long-haul and HFC networks) and industry standards. Impart engineering knowledge and encourage the professional development of engineers and technical staff.

Assess and incorporate municipal requirements, specification sheets, standards documents, joint-use agreements, utility maps, orthophotos, survey files, as-built documentation, site photos, etc., in the preparation of detailed engineering designs that are cost-effective and safe.

Ensure the correctness and completion of all deliverables (plans, profiles, typical details, restoration plans, site photographs, and traffic control plans).

Define the outside plant requirements for proposed projects, creating scopes of work, and bills of materials. Assisting with the development of schedules and budgets, obtaining competitive bids for all contracted work and material procurement and the requisition process.

Maintain communication with construction forces and makes recommendations for line assignment or construction methods due to field conditions, construction access by crews, or congestion of utilities, while still meeting all project and permit requirements.

QUALIFICATIONS

Knowledge and Experience

Registered as a Professional Engineer (P.Eng) with EGBC or APEGA.

8 or more years of experience working within telecommunications OSP design, specializing in FTTH, copper, HFC and long-haul plant design.

Strong understanding of CSA standard CC22.3 No. 1-15 (Overhead Systems) and ability to use PLS-CADD, QuickPole or SPIDACalc for pole line modelling and analysis.

Ability to use AutoCAD with specialized toolset (MAP 3D and Raster design toolset), MicroStation and ArcGIS Pro/ArcMap to create a tactical plan, prepare design or redline permits to permitting authority specifications.

Good working knowledge of OSP placement methods and experience in civil and aerial field engineering or construction. Able to read work prints, understand and interpret permit requirements. The candidate should follow necessary clearance and separation rules for aerial construction
