Job Description
Montgomery College, Office of Information Technology (OIT), has a need for a full-time, Telecommunications Engineer position #P000468. Work hours are typically between the hours of 8:00 AM and 5:00 PM Monday through Friday. This is non-bargaining, exempt, grade 33 position. Position is located in Germantown, MD.

Under supervision and/or direction, incumbents in this job class provide oversight for providing technical analysis, design, installation, maintenance, coordination and project management of all activities affecting the College’s telecommunications hardware, software, and voice network infrastructure. Montgomery College currently supports a hosted-voice environment, as well as several contact centers. The College is in the final stages of selecting a new hosted-voice and contact center solution.
Contacts and interaction vary and may involve multiple constituencies such as direct interaction with campus administrative team, faculty, colleagues, managers, directors, students, vendors, contractors and consultants to exchange information and accomplish work objectives.
Duties include but are not limited to:
  • Manage mission critical enterprise telecommunications products and services, analyzing technical requirements, designing solutions, installing and configuring equipment as well as maintenance of the college-wide voice network.
  • Provide technical and analytical expertise pertaining to the design, planning, development, acquisition, testing, integration, installation and utilization of the College’s voice network.
  • Coordinate with vendors and OIT to establish predictive and preventative maintenance for the telecommunications voice network.
  • Provide technical leadership and guidance to vendor support personnel.
  • Schedule, assign, inspect and review work of vendors to ensure work is performed according to established standards.
  • Provide technical support, analysis, and diagnosis of problems affecting college-wide telecommunications voice services.
  • Monitor status of vendor support contracts for ongoing telecommunication products and services.
  • Conduct detailed cost analysis and technical vendor comparisons for telecommunication products and services.
  • Manage and lead multiple simultaneous telecommunication projects (development of project proposals, scope statements, statements of work, detailed project schedules and work breakdowns, communication plans, and stakeholder updates).
  • Coordinate with vendors and other technical teams to establish predictive and preventative maintenance for the voice network.
  • Manage and perform site inventories to maintain accurate records of physical and logical associations within the switch/call manager databases.
  • Manage and maintain enterprise telecommunications equipment and associated applications.
Required Qualifications:
  • Bachelor’s degree in Telecommunications or a related field and/or any combination of education, training, and experience that providing understanding of the field and the ability to perform the duties of the job.
  • Minimum of three years of telecommunications industry experience.
  • Experience in the management of complex telecommunications projects and installations, cross connection activities associated with cable replacements, technical and analytical design, planning, development, testing, administration and support of Enterprise Voice Network, call accounting, and voicemail technologies.
  • Experience in the implementation and use of VoIP technologies.
  • Knowledge of the administration and support of Enterprise Voice Network, call accounting, and voicemail technologies.
  • Knowledge of managing complex telecommunications’ projects and installations.
  • Knowledge of converged voice and data networks.
  • Knowledge of cross connection activities associated with cable replacements; in technical and analytical design, planning, development, testing, integration, installation, and modification of voice networks.
  • Knowledge of telecommunications industry, best practices, techniques, current and emerging trends.
  • Knowledge of project management principles, practices, techniques and application.
  • Knowledge of, data, video, and voice network communications and supporting application systems.
  • Excellent leadership and customer service skills as well as the ability to lead, instruct, train, guide and motivate others.
  • Ability to communicate effectively (verbally and in writing), and follow written and verbal instructions.
  • Ability to plan and organize work initiatives to successfully accomplish unit’s goals and objectives.
  • Ability to multi-task.
  • Ability to work independently as well as with multiple teams (including academic and IT teams).
  • Strong analytical, problem solving and interpersonal skills.
  • Ability to identify, develop and implement short/long-term strategic goals and objectives.
  • Ability to develop and maintain customer relationships; build credibility and trust.
  • Ability to clearly communicate complex technical information to a non- technical audience.
  • Ability to resolve interoperability and integration problems across telecommunications platforms including servers, switches, protocol translation devices, and voice trunks.
  • Eligible applicants must currently be authorized to work in the United States and not require employer visa sponsorship.
Preferred Qualification:
  • Bachelor’s degree in related field
Licenses and Certifications:
  • Valid Driver’s License
Salary Range: $78,208 to $107,536 (annually).
