Intelcan, a leading CNS/ATM and airport infrastructure solution provider with projects worldwide, is looking for a Project/Proposal manager.
You will act as ambassador and will be responsible for generating full or elements of business solutions in line with the Long Range Business Plan. This includes generating and delivering opportunities within the scope of Project Management. Communicate clearly (written and oral) with manufacturing, engineering, suppliers, and the customer is required.
You will provide strategy direction during the Project Life Cycle, from the proposal preparation until the final acceptance by the Client. It will require a strong background in Tender documentation understanding and Contract terms and conditions analysis and definition.
Duties and Responsibilities
1. Related with Project Management
- Managing of small to large company Projects.
- Projects strategy definition and guidance according to Contract Terms & Conditions.
- Delivering the key results and performance metrics for the project, including order intake, sales, gross margin and cash.
- Establish Project common standards of practice.
- Creation and management to the Project Plan, Risk Plan, Quality, System Safety Program Plan.
- Distributes project documentation appropriately upon award of project.
- Preparation of regular Project Progress and Risk Reports for the Client and for internal analysis conducted in monthly meetings (or bi-weekly)
- Project baseline preparation and monthly update of Project Chart (MS Project).
- Communicate schedule details to internal team to confirm schedule forecasts.
- Monitor activities progress and mitigate potential delays.
- Project Cash flow analysis and regular update reporting of the required monthly expenses related with the project and expected incomes.
- Preparation of RFQ terms and conditions (payment terms, schedule, delivery terms…) and negotiation with Project key suppliers.
- Preparation of Contracts with Project Subcontractors or Suppliers.
- Actively preparation of Variation Orders if they are required:
- Cost and schedule impact
- Cash flow impact
- Contract Terms and conditions modification (if required)
- Regularly monitor the Project team: management of a cross functional project team in a matrix organization.
- Coordination of client attendees T&L during visits.
- Coordination of Project Personnel T&L.
- Establishing priorities and assigning duties to the Project team.
- Define and develop project policy, priorities and schemes of work.
- Organize and manage the Project budget, schedule and resources.
- Co-ordinate all project activities from initiation to implementation including project set-up, kick-off, requirements analysis, solution design, build, test, production implementation, post implementation review, trainings, issue resolution, status reporting and lessons learned.
- Accountable for Project lead time and on time delivery.
- Project Margin uplift.
- Ensure ISO 9001:2015 procedures are followed with respect to Project Management.
2. Related with Proposals Preparation
- Prepare technical and commercial offers in compliance with client’s requirements and technical specifications with support of the Engineering Team:
- Managing of small to large company Proposals, including key proposals, for its delivery according to Client´s dead-lines.
- Visit the sites for preliminary assessments and surveys.
- Proposal strategy definition and guidance according to Tender Terms & Conditions.
- Creation of proposal documentation with support of the Business Development, Engineering and Administrative Team.
- Proposal Cost, Risk and Cash flow analysis.
- Preparation of RFQ terms and conditions (payment terms, schedule, delivery terms…).
- Co-ordinate all proposal activities from Tender release to Proposal delivery to the Client.
- Regularly monitor the Proposal team: management of a cross functional proposal team in a matrix organization (for large proposals).
- Interact with technical management, other professionals, technicians and support personnel to coordinate, recommend and confer regarding proposal activities and progress.
- Maintains files and correspondence on active and completed proposals (electronic and hard copy).
- Ensure ISO 9001:2015 procedures are followed with respect to Proposal Management.
3. General responsibilities
- Communicate clearly in English and French (written and oral) with manufacturing, suppliers, program management, engineering team and the customer as required.
- Support, communicate, reinforce and defend the mission, values and culture of the organization.
- Attend appropriate engineering, customer or business meetings.
- Ability to effectively write, communicate and develop technical white papers, presentations, etc.
- Mentor and coach less experienced colleagues.
Qualifications
- Degree in Aerospace, Telecommunications, Electronic, or Electrical Engineering or similar.
- PMP certificate required.
- A minimum of three (3) years project planning experience
- Bilingual (English / French) required.
- Excellent knowledge of Microsoft Office Suite (Word, Excel, Project, Outlook, Visio).
- Excellent technical and leadership achievements including attention to scheduling and budgets.
- Excellent decision making skills with evidence of sound technical judgment based on broad training and experience in technology development and infrastructure programs.
- Strong leadership and interpersonal skills with the proven ability to be a good team leader and member.
- Ability to communicate proficiently at all levels in an assertive, confident and personable manner.
- Adaptable to flexible work schedule when required to meet deadlines.
- Ability to work accurately under pressure.
- Self motivated with good organizational skills.
- Results oriented with strong attention to detail and able to meet very tight deadlines.
- Ability to liaise with others to meet deadlines.
- Ability to work in a team environment.
- Able to work with a high degree of personal autonomy.
