GO Expansion modernization – Project Configuration and Change Manager (PrCCM)

Purpose of the Job

The mission of the PrCCM is to keep the project /product configuration under control during the whole life-cycle of the Project/Product.

The PrCCM manages:
The initial configuration of the modernized fleet (about 1000 cars and 100 locomotives, several generations)

The related configuration of new design

The change process

in the project/product and ensure Configuration is formalised and adequate at any time to deliver the configuration and change documentation to the Customer.

Organisation Reporting

Hierarchical reporting to the Services North America Configuration / Methods & Tools Manager.

Functional reporting to the Project Train System Engineer.

Network & Links

Configuration & Change management process owner,

Key Users network,

All engineering metiers leaders of the project, other Alstom Participating Units, Product Manager

Performance Measurement/KPI’s

  • Accuracy of configuration view of existing vehicles
  • Consistency of design deliverables for a same version of new design release (baseline)
  • Exhaustiveness of the information captured related to changes and configurations
  • On time communication of the configuration Baselines along the project/product.
  • Participation rate of the Core Team to the Configuration Control Board (CCB)
  • Results of Quality audits

This position applies to Asset Life Management business, covering especially the overhaul, the modernization and the repair of all kind of Railways vehicles: locomotives, street cars, metro, sub-urban trains, main line trains, automated people-movers…

Very often the modernization is the opportunity of introducing on aging vehicles the same cutting-edge technology provided on new cars, especially in terms of Green Mobility, Passengers’ experience and Cost reduction (operations, maintenance). Digital Solutions are usually part of these upgrades.

Responsibilities

The PrCCM is supported in this mission by the engineering leaders of every metier.

The PrCCM is responsible to:

  • Ensure application of configuration and change general procedures and instructions;
  • Issue configuration and change management plan,
  • Collect, organize and communicate the configuration of the existing fleets, taking care of the key inputs required by the metiers leaders (eg: drawings for mechanical department, schematics for systems etc.)
  • Animate CCB process (Configuration Control Board), especially plan and organize the CCB meetings:
  • Collect the Change Requests (CR)
  • Verify that the changes are well documented
  • Send the CR to the PrEM for analysis and CP (change proposal) preparation
  • Collect the Change Proposals and send it in advance to the participants of the CCB to check the impacts
  • Collect (if needed) QCD impacts
  • Establish the CCB reports
  • Coordinate and federate all the project/products actors regarding configuration and changes : Engineering, Industrial, Sourcing, Supply chain, ILS, C&W , Validation….The PrCCM organizes and manages the project/product evolutions through changes activities:
  • Respond to project/product priorities or urgencies
  • Ensure rigorous traceability and reporting
  • Record, from actors information, the projected rank/date of change application (serial application, retrofit)
  • Organize and update configuration and change database for the project/product
  • Issue and follow up the action plan, assigning the Change Orders to the doers
  • Issue and follow up the change application, assigning the Change Notice to the doers
  • Manage with Proj project/product baselines:
  • Configuration items identification; baselines management (coherency checking)
  • Ensure interfaces with sub-systems confirm baseline definition. Support Project Managers in the baseline integration
  • Capture multiple car type configurations
  • Be able to pull data from various tools, parts catalogues, etc…

In case the change activities are taking place on Alstom site and on a Customer premise at the same time responsibilities can be adapted.

  • Control configuration (compare realised/applicable)
  • Perform Configuration verifications
  • Issue configuration & change KPIs

Knowledge & Experience :
Around 5 years’ experience as project configuration manager or strong experience as doc controller with organizational & communication skills.

Preferably within railways environment, design and/or maintenance.

Knowledge of configuration management tools.

Team size :
0-2 direct reports according to project workload.

Innovation :
Ability to propose some improvement of processes/tools.

Location / Travels :
This position is based in Toronto, ON (project office, maintenance depots where existing vehicles are accessible).

Occasionally business travels within Canada / USA.
