Who We Are:

The Internal Services Department (ISD) plays a major role in supporting all County of Los Angeles departments and commissions. With an annual budget of over $873 million and 2,183 budgeted positions along with over 5,120 contracted workers of varying professions in facilities management, information technology, environmental, administrative, purchasing and contracting, ISD is the County’s trusted partner and provider of choice.


The Opportunity:

We are pursuing a qualified candidate to fill a Telecommunications Systems Consulting Engineer position in the Communications and Mobility Services Branch. This position cost-effective and reliable voice, data and video communications through a vast telecommunications network. Supporting over 100,000 County telephone lines and over 40,000 personal computers. Our telecommunications services include:

  • Voice and video applications
  • Telephone installation, support and maintenance
  • LAN/WAN operations
  • Radio systems
  • Countywide emergency communications coordination
Essential Job Functions

What You Will Do:

  • Serve as project manager for the planning, design, and implementation and upgrade of very large and complex telecommunications systems.
  • Act as a consultant to a project manager, project teams, or departmental management in the specialized field of local and wide area network services design, operations, and management.
  • Prepare system interface requirements to coordinate with existing systems equipment and circuitry.
  • Establish standards for the evaluation of contract proposals and technical capabilities of contractors.
  • Consult with and assists departments in the preparation of requests for proposal of quotations for telecommunications equipment, systems and services, including enforceable performance standards time schedules.
  • Review and evaluate contractor proposals to ensure technical accuracy, design feasibility and reliability, and performance capability to protect the interests of the County.
  • Consult with County Counsel, Purchasing Agent and other departments in preparation of contracts prior to submission to the Board of Supervisors.
  • Direct and coordinate the modification, revision or replacement of existing systems and equipment.
  • Plan, schedule and coordinate the participation of County engineers and technicians in joint efforts with contractors.
  • Solve the more complex network problems and perform systems tuning to optimize systems performance for telecommunications systems with little or no specific guidance.
  • Supervise and participate in quality inspections and acceptable tests.
  • Perform in a senior technical leadership role by providing technical direction and mentorship to other technical personnel within the organization.
  • Create and maintain documentation, such as database records, engineering drawings, and configuration.
Requirements

Graduation from an accredited four year college or higher with a specialization in Electronic or Electrical Engineering or in a related physical science – AND – Five years engineering experience in the planning and design of telecommunications systems, one year of which must have been in project management. One additional year of the required telecommunications engineering experience may be substituted for each year of college.

  • Project management is defined as initiating, planning, executing, controlling, and closing the work of a team to achieve specific goals and meet success criteria.

License:

A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.


Physical Expectations:

Light physical effort which may include occasional light lifting to a 10 pound limit, and some bending, stooping, or squatting. Considerable walking may be involved.


Desirable Qualifications:

  • Excellent oral and written communications skills.
  • Excellent customer service and interpersonal skills.
  • Advanced knowledge of network routing or switching.
  • Advanced knowledge of network performance management or network management systems.

The names of candidates receiving a passing score in the assessment will be placed on the Eligible List in the order of their score group for a period of twelve (12) months following the date of promulgation. Passing this examination and being placed on the Eligible List do not guarantee an offer of employment.
