Purpose/Introduction

Chevron Phillips is currently seeking a Telecommunications System Engineer to join the Ras Laffan Petrochemicals Project (RLPP) to support the design, procurement, and testing of the integrated telecommunication systems within the RLPP site.

The Ras Laffan Petrochemical Project (RLPP) is a joint project between Arabian Chevron Phillips Chemical Company LP and QatarEnergy in the development of a new petrochemical plant in Ras Laffan Industrial City, Qatar. RLPP will include a 2,080 KTA ethylene cracker, two high-density polyethylene units, associated utilities, offsites, and pipelines, and a construction camp.

The Telecommunications System Engineer is responsible for assuring consistent system design and engineering across the site, resulting in safe, reliable operations and the constructed facilities and equipment meeting business unit, operations, process safety, maintenance, and environmental requirements. The Telecommunications Systems Engineer will actively participate in Detailed Design, Procurement and support the project team during Construction and Startup phases of the project. The role requires collaboration with internal and external stakeholders to identify gaps, develop solutions, provide expert feedback, develop procedures, and produce a capital efficient facility.

Due to its international travel requirements, this position has been designated as one in which employees must be Fully Vaccinated against COVID-19 and compliant with relevant COVID-19 requirements of the destination country to which their job duties require them to travel, unless an accommodation/exemption under applicable federal or state law has been approved. Responsibilities

  • Ensure capital efficient design is implemented through each phase of project execution of the Project
  • Confirms applicability, suitability, and function of all integrated telecommunications system equipment.
  • Support standardization between Ethylene plant and Polyethylene plant for design, testing, and implementation of telecommunications systems.
  • Ensure project technical and contract requirements are satisfied by monitoring and reviewing design outputs of contractor and vendors.
  • Reviews vendor requisition technical packages for telecommunications system equipment.
  • Participate in kickoff meetings with critical vendors.
  • Ensure factory and site acceptance tests adequately check the equipment and systems, including 3rd party integration.
  • Establishes effective communication process between MAC and EPC Contractors.
  • Manage and coordinate telecommunications interfaces with 3rd parties, including RLC within the industrial city.
  • Manage, coordinate, and consolidate responses to queries, clarifications, and document reviews from stakeholders.
  • Provide design and engineering input and recommendations considering capital costs, safety, environmental, operability, maintainability, and reliability.
  • Coordinate with other disciplines (Instrumentations, electrical, civil, etc.) where cross-functional support is required.
  • Engage subject matter experts (SMEs) when needed.
  • Ensure timely, high-quality contractor, subcontractor, and vendor deliverables are produced.
  • Advise project management of developments that could affect safety, quality, cost and schedule.
  • Manage MAC and EPC Contractors to identify and ensure all the necessary work is completed in a safe, effective, efficient, and seamless manner for telecommunications systems.
  • Assist in preparation of operations system for organizing and maintaining documentation necessary for operation
  • Support Plant Operations during commissioning and start-up of process systems.


Required Qualifications

  • Bachelor’s degree or above in engineering with 8+ years of relevant experience required.
  • Ability to work with peers, company employees, and Contractors.
  • Must have good trouble-shooting abilities.
  • Must be a self-starter with desire to lead and take responsibility.
  • Must have strong commitment to personnel and process safety.
  • Must have knowledge of Industry Standards.
  • Commitment to meet and maintain COVID requirements required at host location.
  • Commitment and flexibility to work in the detailed engineering office.
  • Commitment to relocate internationally to engineering office and construction site.
  • Commitment to stay on the project through startup and stable operations.
  • Excellent leadership and team building skills.

  • Excellent planning and organizational skills.


Preferred Qualifications

  • Grass roots” major capital project experience.
  • Experience working with an EPC contractor(s).

Work Location:

  • Telecommunications System Engineer will reside in the Ethylene EPC Contractor office or Main Automation Contractor office (Europe or Asia) during detailed design (~18 months). Project construction will be in Ras Laffan, Qatar (~30 months).
