Position Summary:
We are recruiting a dynamic and driven OSP Construction Manager who will work closely with the rest of the Company’s OSP division. OSP Construction Manager critical responsibilities:
- Reports to the Sr. Mgr. OSP Construction ensuring network expansion plans are properly aligned to achieve the department’s goals and objectives
- Works with vendor managers/supervisors to provide management oversight for all phases of the construction project, including coordinating workers, material, and equipment, ensuring that construction milestones are performed in accordance with schedule and budget
- Direct the day-to-day construction field operations, providing necessary technical guidance, quality controls and safety adherence
- Ensure Company tracking methods and systems are implemented to measure productivity levels, and perform regular review of job cost and progress reports
- Responsible for vendor compliance with Company safety policies and procedures
- Fully understands the business, scope, and implications related to managing OSP construction operations
- May manage, oversee, and provide technical guidance and coaching to others
- Interfaces with various internal and external stakeholders on assigned construction projects
- Communicates with team members ensuring cohesion across various departments
- Required to plan, manage, and evaluate work of vendors; will make decisions regarding appropriate construction methods, units of payment and associated milestone achievements required
- Ensure that team goals, protocols, and business relationships are consistent with the company’s strategy
- Execute and deliver multiple construction projects, focusing on aggressively expanding APB’s fiber network at an industry-leading pace and cost per passing
- Work directly with Senior Leadership to deliver a strict, aggressive schedule to satisfy broadband deployment objectives
- Responsible for network construction costs, budget adherence, and tracking expenses and able to report as required
- Develop and positively maintain short-term and long-term relationships to support Company goals
- Work with vendors and internal stakeholders to ensure projects are on-time and under budget
- Document, update and maintain robust and accurate plant records and as-builts as projects are completed
- Manages relationships with regional utilities and local and state governments.
- Participate in ongoing educational and networking opportunities in order to maintain current knowledge of network operations, technology changes and matters as they relate to cost-effective FTTH deployment
- Perform daily assigned tasks as related to OSP Construction projects
Qualifications of a strong candidate:
- Bachelor’s Degree in Engineering or a related discipline, or the equivalent education and /or experience.
- Minimum 5+ years of experience in related engineering or network construction in the areas of responsibility listed above.
- Knowledge of CAD and GIS mapping software required. Proficiency with Microsoft Office Suite
- Expert knowledge in RUS Construction standards, NESC requirements, and OSP construction-related details (Aerial, Underground, Buried, Splicing, etc.)
- Valid driver s license
- FTTP construction methods
- Knowledge of fiber management and splicing standards
- Good understanding of telecom network topology and customer connectivity
- Should have telecom skills in AutoCAD and any other GIS application
- Hand-on experience on telecom networks including OSP and ISP elements
- Able to effectively oversee multiple priorities with a strong attention to detail in a fast-paced environment

Work Requirements:
The OSP Construction Manager will be expected to report to work in the Company’s headquarters in Richmond, Virginia. The headquarters are located in the James Center in the heart of downtown with easy access to I-95 and the Downtown Expressway. Travel to regional office locations and field operations will be at the COO’s discretion.
