Voice Network Engineer

WSSC Water


This is a non-merit system, employment-at-will, long-term contract position.
The Voice Network Engineer supports the daily operations of the telephony network systems and voice/data cabling at WSSC Water. The Voice Network Engineer analyzes, implements and supports the voice network infrastructure and related call center systems. S/he provides solutions and recommendations for voice/network cabling infrastructure plans and requirements and assists other team members in their duties. Also monitors SLAs for the voice network ensuring they are met.

Essential Functions
  • Supports the existing infrastructure and assists in the design and deployment of voice/data solutions in support of both business and technical initiatives
  • Prepares and maintains voice and network infrastructure diagrams and other technical documentation in a comprehensive manner
  • Supports WSSC Water initiatives with product evaluations, integration and on-going product management for components of the enterprise network
  • Works to ensure telephony and voice and data cabling implementations meet client service level agreements
  • Assists in the testing, implementation, and monitoring of voice network requirements, including disaster recovery, 3rd party connections and remote connectivity
  • Uses and creates circuit schematics, cabling diagrams, and Visio diagrams as guides in repair and installation assignments
  • Oversees and coordinates with contracted cabling vendors and their related tasks
  • Documents and maintains records of all installation and repair work
  • Maintains updated inventory of parts, cables and other equipment
  • Participates in a preventive maintenance program
  • Adheres to and assists other team members in complying with evolving security and process policies
  • Provides project management support for network upgrades and new installations
  • Manages and performs day-to-day voice communication systems maintenance to ensure optimum performance
  • Supports the WSSC Water contact center operations and related contact center application systems (i.e. IVRS, agent telework systems, etc.)
  • Drives a vehicle to conduct WSSC Water business

Other Functions
  • Maintains knowledge of industry trends and best practices in order to propose solutions to improve the telecommunications infrastructure
  • Performs other duties as assigned

Required Knowledge, Skills, And Abilities
  • Knowledge of the operation, repair, and installation of voice communications test equipment
  • Competent with the use of various types of electronic test equipment such as data network analyzers, cable integrity analyzers, TI Tester, BERT tester, power meters and telephone test sets
  • Knowledge of high-availability technologies and techniques
  • Knowledge of transmission mediums such as T1, fiber optics and microwave
  • Ability to read, interpret and create cabling diagrams in Visio and other tools
  • Understanding of the hazards and precautionary methods pertaining to the trade
  • Skill in locating and repairing complex defects in electronic systems
  • Good customer focus and ability to work with and meet business users’ requirements
  • Excellent analytical, organizational and problem-solving abilities
  • Strong interpersonal interaction skills such as partnering, conflict management, consulting, and mentoring
  • Skill in documenting systems and procedures
  • Effective verbal and written communication skills

Minimum Education, Experience Requirements
  • Bachelor’s degree in Telecommunications Engineering/Technology or a related discipline
  • 3+ years telecommunications experience that includes:
    • Demonstrated experience in voice communications hardware and software maintenance in an enterprise environment
    • Demonstrated experience in voice/data cabling hardware in an enterprise environment
    • Demonstrated experience working with/meeting business users’ requirements
    • Experience implementing ITIL methodologies to proactively monitor infrastructure environments
    • Demonstrated experience with providing excellent customer service support with telecom systems
    • Some experience in maintaining electronic/communications systems, including wireless telephony systems
    • Experience with analog, digital, and IP voice/data systems

OR
  • High School diploma or equivalent
  • 7+ years telecommunications experience that includes:
    • Demonstrated experience in voice communications hardware and software maintenance in an enterprise environment
    • Demonstrated experience in voice/data cabling hardware in an enterprise environment
    • Demonstrated experience working with/meeting business users’ requirements
    • Experience implementing ITIL methodologies to proactively monitor infrastructure environments
    • Demonstrated experience with providing excellent customer service support with telecom systems
    • Some experience in maintaining electronic/communications systems, including wireless telephony systems
    • Experience with analog, digital, and IP voice/data systems
