This position is located in the Office of Unified Communications (OUC), Information Technology Division. The OUC provides centralized, District-wide coordination and management of public safety voice radio technology and other public safety wireless communication systems and resources by consolidating the emergency 911, non-emergency, and 311 activities from the Metropolitan Police Department (MPD), Fire and Emergency Medical Services (FEMS), and Customer Service Operations.


Duties & Responsibilities

The Telecommunications Manager will report to the Chief Information Officer (CIO) and will be responsible for the District of Columbia’s Public Safety Radio System operations under the broad policy, direction, and supervision of the CIO, he/she will implement all applicable policies and procedures for the assigned area, ensuring they are in conformance with those of the OUC and all applicable laws and regulations. He/she will supervise and direct subordinate staff and contractors while overseeing the assigned system and operate and maintain the OUC Radio system including alarm monitoring and associated Remedy trouble and change control support procedures and escalations. This position directs and plans all aspects of engineering and operational activities within the assigned area.

The incumbent of this position is responsible for the oversight of the Telephony or Radio communications systems, equipment, and personnel of the department and is responsible for the continual engineering, design, implementation, and management of the assigned system and will directly manage all activities relating to mission critical system components. More specifically, it includes those activities related to Motorola Radio system and infrastructure, field radio subscriber devices programming and maintenance, fire station alerting systems maintenance, and all other public safety wireless communications. The incumbent will support the CIO and associated work groups including Carrier Management, IT System Management, Radio Management, Telephony Management, and CAD Management. The incumbent will build, manage, mentor, and maintain a core technical support staff dedicated to the preventive and corrective maintenance of the networks.

Qualifications & Education

Applicants must possess one (1) year of specialized experience that has equipped the applicant with the knowledge, skills and abilities (KSA’s) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be credible, Specialized Experience must be equivalent to at least the next lower grade level, such as; evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.

Graduation from an accredited four-year college or university with a relevant bachelor’s degree in Communication, Public Administration, etc. or an equivalent combination of education, training and experience preferred.


Licenses and Certifications

Microwave systems, Radio systems or ITIL preferred.


Work Environment

The work is performed in an office or call floor setting.

Other Significant Facts

Tour of Duty: Monday – Friday 9am – 5:30pm. This position is designated as Emergency and the incumbent may be required to either report to work, stay at work or telecommute when the government is closed, when employees are dismissed early, when there is a declared emergency or during a period of non-emergency as the duties performed by this position are critical to continuity of government operations.

Salary Range:
$114,441.00 – $160,216.00


Collective Bargaining Unit:
This position is not in the collective bargaining unit.


Position Designation:
This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.


Residency Preference:
Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.


Residency Requirement:
If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
