Pay Range: $80,033- $104,046

Location: Norfolk, VA
Duties:
· The incumbent , under the direction of a supervisor or team leader, applies knowledge of diverse communications concepts, relationships, principles and theories to plan, design solutions, evaluates the planning installation of telecommunications equipment, systems and networks based on requirements analysis.
· The equipment associated with engineering planning includes Very Low Frequency/ Low Frequency (VLF/LF) systems, Satellite Communications (SATCOMM), other Radio Frequency (RF) systems, multiplexers, Ethernet/Gigabit Ethernet switches, servers, line conditioning equipment, routers, bridges, asynchronous transfer mode (ATM) switches, fiber optic transducers, modems, ISDN, video teleconferencing devices, and associated power systems.
· Provides technical recommendations and resolves common problems. Develops innovative approaches and techniques to resolve technical inconsistencies.
· The incumbent prepares or reviews BESEPs, site and design specifications and may provide on-site consultation and/or site assist visits.
· Establishes and maintains project/program management planning procedures and reporting systems that illustrate workload magnitude and distribution, manpower requirements and utilization, maintenance and new equipment/system forecasting and plan or method of accomplishment.
· Responsible for development of technical specifications, Performance Work Statements (PWS), Contract Data Requirements List (CDRL) and related Government Cost Estimates (GCE) for telecommunications procurement contracts. Serves on Technical Evaluation Boards (TEB) responsible for evaluating vendor’s technical proposals.
Condition of Employment:

· Able to obtain a Top-Secret w/ SCI Security Clearance
· Travel may be required on short noticed; Travel Time: 10%
