Open Until FilledGENERAL DESCRIPTION: The Wyoming Department of Transportation (WYDOT) is seeking a full-time Telecom Technician II for the Emergency Communications Program in Rock Springs, Wyoming. This position will be located in the District 3 Region of Wyoming. This position maintains emergency communications systems within a WYDOT district, including radio communication, telephone, data wiring, and roadside communications, essential to the mission of law enforcement, and public safety entities and to ensure the safety of the traveling public.Rock Springs is the 5th largest city in Wyoming and is known for outdoor activities such as fishing, biking, hiking, and golfing as well as activities at the nearby Flaming Gorge National Recreation Area. The city celebrates “International Day” each summer with a festival where the foods, costumes, and traditions of the town’s ancestors are recreated. Rock Springs is home to Western Wyoming Community College and Wyoming’s Big Show carnival. Programs communication devices with computer applications.Establishes usage protocols, investigates problem solutions, and alternatives, and ensures customer satisfaction.Maintains communication systems serving the roadside Intelligent Transportation System (ITS) devices.Assists in planning, installation, and integration with devices.Trains advanced radio system users in the operation of telecommunications equipment.Maintains building, towers and antennas, cabling, power, battery systems, HVAC, and emergency generator sets.Troubleshoots and repairs comms equipment and provides necessary assistance for quick response to outages. This includes radio comms from the network backbone to both roadside and Highway Advisory Radios (HAR).Maintenance and repair of emergency communications and electronic equipment in state-owned vehicles, buildings, mountaintop repeater sites, and roadside locations.Install CAT5e and CAT6 wiring, and test circuits; install & maintain UPS & telephone systems.

EXAMPLE OF DUTIES

PREFERENCES: Preference may be given to applicants with three to four years of progressive work experience installing, maintaining, and repairing electronic devices in Commercial or Public Safety Telecommunications. KNOWLEDGE: Knowledge of electronic theory, FCC rules & regulations, and the critical thinking skills necessary to troubleshoot electronic equipment relevant to WYDOT’s Emergency Communications.Communication skills (written and oral), including preparing clear and concise records, reports, correspondence, technical drawings, and other written material; verbal skills include interpersonal communications needed for cooperation on technical issues.Ability to use specialized voice and data telecommunication systems and equipment; analyze performance using various electronic test equipment. Interpret/use specification sheets and technical diagrams/manuals, and network management software.Broad knowledge of Emergency Communications, Electricity, Electronics, Information Technology, and facilities; including telephony, data communications, integration of voice & data communication systems with computers & electronic devices, transmission media, towers, vehicle electrical systems, and building/facility services.Ability to drive vehicles in all weather and off-road to access communications sites.Under supervision and training, the employee will acquire the skills necessary for advancement.Ability to use a wide range of basic tools at remote sites, such as shovels, drills, saws, etc. MINIMUM QUALIFICATIONS: Education: Bachelor’s Degree Experience: 0-1 year of progressive work experience (typically in Technical Operations) with acquired knowledge at the level of a Technical Operations Technician I Certificates, Licenses, Registrations: Some agencies may require a valid Class C driver’s license. OR Education & Experience Substitution: 3-4 years of progressive work experience (typically in Technical Operations) with acquired knowledge at the level of a Technical Operations Technician I Certificates, Licenses, Registrations: Some agencies may require a valid class C driver’s license.

MINIMUM QUALIFICATIONS

PHYSICAL WORKING CONDITIONS: Subject to a call-out for outage repairs 24/7 to any location in the State. Travel to remote, difficult-to-access communication sites by special-purpose vehicles and/or on foot, and ability to work effectively alone in remote areas at all hours in all weather conditions.Ability to safely operate 4-wheel drive vehicles towing trailers with a gross combined weight of up to 25,999 lbs on- and off-road during periods of inclement weather and hazardous road conditions.Ability to operate various types of snowcats in extreme snow conditions and terrain to access remote communications sites 24/7/365 as needed.Ability to travel distances of several miles across extreme snow-covered terrain during periods of inclement weather using snowshoes or other means.Ability to safely and confidently perform tower & antenna work at levels to 200′ and on horizontal sidearms out to ten feet, which requires good physical conditions and verification by physical examination; ability to pick up and carry 50-pound items safely.Ability to effectively manage own time and work with limited supervision for extended periods and make reasoned decisions when confronted by unusual circumstances.The successful candidate should establish and/or maintain his/her primary residence within commuting distance to Rock Springs or surrounding areas to facilitate prompt response to mission-critical public safety communications systems outages.NOTES: FLSA: Non-exemptThe successful applicant must have or obtain an FCC General Radiotelephone Operators License (GROL) or equivalent within nine (9) months of the hire date.Candidates must pass a background/reference check; successful applicants will be required to have a fingerprint check through the Wyoming Department of Criminal Investigations.The Wyoming Department of Transportation is a Drug-Free Workplace.E-Verify: WYDOT uses E-Verify, an Internet-based system, to confirm the eligibility of all newly hired employees to work in the United States.
