JOB FAMILY SUMMARY PURPOSE:
Under the general supervision of the Director – Operational Technology, the Manager of Communications is responsible for providing strategic and tactical enterprise network leadership. This role develops and coordinates all network/telecom operations including LAN/WAN, tele-protection, SCADA, wireless and disaster recovery capability. The manager is responsible for managing the implementation, integration, installation, and operation of network & telecommunication infrastructure in a highly available environment. This role develops, implements, and manages strategic business relationships with key technology vendors and suppliers, internal and external business partners, and collaborates with senior IT/OT management and other key stakeholders to establish goals and deliver network projects. The manager provides formal supervision and coaching for the department employees while setting vision and direction to inspire and drive continuous improvement of policies, standards and procedures.
EDUCATION:
Engineering, Computer Science or related field; or an equivalent combination of related training and experience
** Communications, Information Technology or Operational Technology environment, five (5) years in a supervisory or leadership role. Six (6) years’ experience in a responsible capacity in the installation, operation, maintenance, repair, and administration of voice/data networks and systems preferred.

MINIMUM KNOWLEDGE, SKILLS & ABILITIES:
- Strong leadership qualities and skills.
- Knowledge in the installation and maintenance of voice/data networks and systems, to include fiber optics, SCADA, microwave, LAN/WAN, computer center operations, internet/intranet, telephony, two-way radio and electrical equipment, including safety procedures and practices.
- Knowledge and understanding of cyber security principles.
- Knowledge and understanding of the Company’s mission, strategic business plan and goals.
- Knowledge and understanding of the Company’s budgeting practices and procedures.
- Knowledge and understanding of IT contracts and the contract negotiation process.

ESSENTIAL JOB FUNCTIONS:
- Manages and coordinates the day-to-day planning, design, operations, security, and maintenance of the voice/data networks and systems consistent with client needs, Company objectives, and technological resources.
- Responsible for long term strategic tactical planning for voice/data networks and systems, including transmission media, system architecture, and general technology guidelines.
- Plans, manages, and controls the performance of recovery procedures, scheduling and backups, batch job processing, technical trouble-shooting and problem resolution, and maintenance and repair coordination with outside providers.
- Develops and manages the overall master project plan consolidating and integrating individual voice/data networks and system projects.
- Manages and coordinates multiple projects and teams who are performing planning, scheduling, construction, and maintenance activities for voice/data networks and systems projects.
- Directs the development and management of individual project plans for the implementation of new voice/data networks and systems.
- Responsible for development of project coordination with other departments to determine voice/data networks and systems requirements.
- Originates and executes standard and custom service contracts for equipment, hardware, software and services. Reviews and develops contract language. Coordinates contract review, negotiation, and approval with legal staff. Reviews and monitors contract performance.
- Directs technical analysis of complex software, hardware, and transmission systems.
- Responsible for department resource allocation.
- Responsible for development and management of capital and O&M budgets for voice/data networks and systems.
- Oversees selection, contracting, performance, and evaluation of consultants and outside service providers.
- Responsible for safety policies and procedures related to installation, operation, maintenance, and repair of voice/data networks and systems.
- Operates with considerable latitude to take action and make decisions.
- Valid driver’s license and be in compliance with the Company’s Driving Program policy.
- Complies with all applicable Company policies, procedures and code of ethics as well as all applicable governmental laws and regulations to include employment, safety and environmental standards and regulations.

WORK ENVIRONMENT
- The incumbents in this classification are subject to both outside and inside environmental conditions and temperature changes; exposed to loud noises, where the incumbents have to shout in order to be heard; exposed to hazards including a variety of physical conditions, such as proximity to moving mechanical parts, electrical current, high places, exposure to high heat and/or to chemicals; and exposure to oils or other lubricants that may include skin exposure. Incumbents may be required to wear safety equipment and/or a respirator at times.
- Available to work irregular hours and/or on a twenty-four (24) hour basis.

PHYSICAL DEMANDS:
