There are
2 full-time, permanent Payroll Fiscal Analyst 1 (FA1) positions within
The Office of Financial Services. Supporting the employees of DOH by performing professional payroll duties based on the State HR and OFM’s payroll data and regulations. Providing guidance to program staff for compliance with Federal and State laws. Performs in-depth research using HRMS in response to inquiries from DOH personnel at all levels.
The duty station for this position is in Tumwater, WA. Telework (mobile work) is currently expected. When approved, the incumbent is expected to report to the duty station for work activities. Partial telecommuting be an option subject to supervisory approval. It is anticipated that the incumbent would be expected to report to duty station for work activities 3 days monthly.

Tumwater is located in Thurston County, Washington, homelands of the Coast Salish Peoples, including those recognized today as the Confederated Tribes of the Chehalis Reservation, and the Nisqually and Squaxin Indian Tribes. We acknowledge their presence here since time immemorial and recognize their continuing connection to the land, to the water, and to their ancestors.
Duties Include
- Provide customer service by serving as a consultant to attendance keepers, employees, supervisors within the programs to help them provide accurate and timely data, forms, etc. Respond to questions from employees about the calculation of their pay checks and the content of the Earnings and Deductions Statements.
- Receive leave data manually and electronically, on a semi-monthly basis, from the internal leave system and transfer the data to CATS (HRMS) to generate payroll. Analyze errors generated from the automated leave transfer to determine any corrections needed, contact attendance keepers, and prepare adjusted entries directly in CATS (HRMS) by utilizing the specific Collective Bargaining Agreement (CBA) articles and/or WAC rules.
- Maintain and monitor the payroll system by reconciling data to regular reports as well as audit the data entry of co-workers in order to maintain the integrity of the data as well as produce accurate payroll.
- Train attendance keepers and payroll representatives in programs on changes in the system and forms and train new attendance keepers as needed such as with staff turnover and refresher courses.

- Researching, evaluating, and drawing conclusions from payroll or fiscal data; interpreting and applying rules, laws, policies, or procedures.
- Intermediate-level use of MS Word, Excel, and Outlook.
- Accurately using a 10-key calculator by touch.
- Communicating effectively – Developing and delivering ideas and facts orally and in writing using plain talk. Varies content, style, and form to suit the subject, the purpose, and the needs of diverse audiences.
- Collaboration – Building partnerships and working collaboratively with others to meet shared objectives. Consistently models trustworthiness, sensitivity to others and respect. Models effective group process behavior, such as listening, discussing, negotiating, encouraging, and motivating.
- Reliability on the job, and participation as a productive member of a team Ensures Accountability, demonstrating the ability to hold yourself and others accountable to meeting commitments. Demonstrates fiscal accountability by following finance regulations, principles, standards, and guidelines when committing finance resources or processing finance transactions.
- Three (2) or more years working with the Washington State Department of Health as a payroll representative
- Ability to maneuver within HRMS and CATS to input regular payroll transactions and resolve errors as they occur during input
- Ability to serve as payroll subject matter experts for attendance keepers, employees, and supervisors
- Able to understand and apply federal and state regulations regarding the processing of common, everyday payroll transactions
- 18 quarter or 12 semester hours of accounting, auditing, or budgeting. Professional experience be substituted for education.
