Job Classification: Non-Exempt Location: Rockingham

Position Summary: Performs installation, testing, and maintenance of all Cooperative Telecommunications systems including, but not limited to, VHF Radio, SCADA, Microwave, Fiber, and Network Switching equipment. Responsible for all physical Telecommunications Plant including Towers and Buildings.

Reporting Relationships: Reports to – Manager of Telecommunications Infrastructure

Directs – None

Responsibilities and Authorities:

Perform physical installation of Telecommunications systems including VHF radio base stations/mobiles, SCADA/DA communication devices, Microwave radio devices including point to point and point to multi-point, AMI, Satellite, Cellular, and Fiber devices, all ancillary equipment including racks, wiring, cabling and interface devices including modems, hubs, routers, switches, multiplexers, etc. Perform diagnostic troubleshooting on all SVEC Telecommunications and associated network equipment. Perform maintenance and repair of SVEC Telecommunications assets including Towers, buildings and shelters. Located at remote sites and within substations and other locations as needed. Perform installation and maintenance of Low Voltage AC and DC Power Distribution systems, along with Generator and Battery Back-up Systems. Provide Communications Technical Support to all departments at Coop. Assist in all work performed by SVEC Telecommunications contractors. Communicate and Coordinate Telecommunications activities with supervisor, SVEC IT Department, Engineering and Operations Department including System Operators, Engineering Technicians, Utility Service Technicians, District Personnel, Protection and Controls Technicians, Metering and Instrumentation Technicians, mechanics and tower tenants to minimize interruption of services. Operate and Utilize Electronic test equipment including Path alignment devices, network analyzer and other equipment to ensure proper operation of Telecommunications equipment. Operate and Utilize SNMP, Serial diagnostic programs, Equipment GUI interface to ensure proper operation on all communications and ancillary microprocessor equipment. Perform scheduled inspections and performance verification of all Telecommunications systems. Provide assistance with AMI System deployment and ongoing maintenance of endpoint and backhaul equipment as needed. Assist in special projects as necessary.

Qualifications

Training and Experience: Electricians License preferred.

Knowledge: A thorough knowledge of rural electrification and Cooperative principles. Advanced technical skills and knowledge of the telecommunications industry including equipment installation, commissioning and maintenance. Advanced understanding of AC and DC power systems including industry accepted wiring and protection standards. Basic understanding of computer languages. Working knowledge of Network interface equipment including Routers, Switches and Hubs. Working Knowledge of Network Diagnostic protocols including SNMP.

Job Requirements (Knowledge, Abilities, and Skills): Ability to stay current on changes to all areas for which this position has responsibility. Ability to dissect and resolve complex problems quickly and systematically. Ability to utilize all types of Telecommunications test equipment and interpret results. Must be able to review technical variables to assess performance of Telecommunication systems and make determination if SVEC needs are met adequately. Ability to oversee the delivery of material, supplies and contract labor for specific jobs at SVEC Telecommunications sites. Ability and desire to stay abreast of Communications Technologies, Equipment and protocols. Possess effective techniques to research and access all sources necessary to fulfill position responsibilities. Must have access to reliable transportation to and from work.

Physical Demands and Working Conditions

Must be able to use office equipment including telephone, computer, and other systems and related software in the performance of position responsibilities. Must be able and available, during any and all types of weather conditions, to work weekends, holidays, evenings and other times outside normal duty hours to assist in service restoration and other emergencies that may arise or when the workload demands. Must always maintain an operating telephone or personal communication device at his/her place of residence. Ability to contact the telephone or personal communication device must be made available to SVEC for the purpose of contacting the manager to conduct legitimate routine and/or emergency business. Must be able to work alone at remote sites at any hour of day during all weather conditions. This position involves primarily outside work and may require occasionally lifting and carrying objects weighing up to 130 pounds and routine lifting of objects weighing up to 50 pounds. This position also requires a moderate degree of standing, walking, climbing, climbing of towers and other structures, balancing, stooping, kneeling, crouching or crawling.

Educational Requirements – Associate Degree preferred or 5 years related experience and/or training or equivalent.
