GENERAL DESCRIPTION:
The Wyoming Department of Transportation (WYDOT) seeks a full-time Policy & Planning Analyst in Cheyenne, Wyoming, to work in Program Performance. This position will be using specific knowledge and principles of federal and state funding resources and requirements to establish and monitor projects in the Enterprise Resource Program (ERP) and the State Transportation Improvement Program (STIP) to achieve the Department’s objectives of monitoring federal and state apportionment for transportation improvement projects.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which be performed at the job level.
- Serve as subject matter expert for all STIP-related data in Peoplesoft.
- Manage STIP-related fields in Peoplesoft for various projects.
- Use numerous resources to ensure accuracy of STIP data and compliance with federal and state policies governing STIP projects.
- Perform quarterly QA/QC of STIP data.
- Utilize component interfaces (CI) to upload data from Excel into Peoplesoft.
- Produce the STIP annual report and monthly addendums.
- Analyze and monitor compliance with federal rules and regulations.
- Provide technical assistance to various Programs.
- Coordinate with WYDOT Executive Staff, District Engineers, and other WYDOT Program Managers for approvals.
- Ensure projects receive Commission and Federal approval so that all phases of work can be performed.
- Collaborate with FHWA, WYDOT Engineering Programs, and the Budget Office to incorporate Needs Analysis, Long Range Transportation Plan, Pavement Management System (PMS), and Bridge Management System (BMS) recommendations into the production of the STIP.
- Coordinate with the Transit, Telecommunications, Local Government, and Aeronautics Programs to load their projects into ERP and incorporate their projects into the STIP.
- Assist in developing, evaluating, and revising operating policies as needed due to changes in economic environments.
KNOWLEDGE:
- Knowledge and understanding of Federal Highway Administration and State laws and regulations governing the financing of highway improvement projects.
- Knowledge of pertinent WYDOT Operating Policies.
- Knowledge of forecasting methods, understanding of the fundamentals required for continued monitoring of the STIP, and their effects on WYDOT strategic plan goals.
- Knowledge of the life cycle of various types of highway improvement projects.
- Knowledge of the basics of accounting, business, economics, and project management principles.
- Knowledge in data management and data analysis.
- Knowledge in the use of Adobe Pro and proficiency in Excel.
