Overview:
The Project Manager/Solutions Architect shall manage all the tools, manpower, and support required for successful technical execution. Shall use agile development tools provided by the Government to manage the project. Shall propose/recommend innovative collaborative approaches for any additional tools, manpower, and support required to improve performance on the project. Shall be the single point of contact for coordination with the Government Program Management Office. Shall also provide corrective action plans, timely identification of issues and effective management of subcontractors. Shall ensure production of appropriate management/technical information such as performance schedules, program reviews, test events, training, deployment and sustainment instructions, and quality, program and risk management artifacts. The Project Manager/Solutions Manager will act as the technical lead, providing SME-level guidance on all technical tools and processes used for software development, cloud engineering, testing, UI/UX design and establishing an appropriate security architecture.

Highlight has been engaged by the U.S. General Services Administration to enhance and modernize its existing self-service dashboard and reporting portal. As the Project Manager/Solutions Architect for the team, you will be responsible for managing all aspects of the development effort to upgrade from Drupal Version 6 to Version 10, upgrade the security architecture to accommodate PII, increase the use of AWS services in the production environment, act as the primary contractor POC for all Government stakeholders, and managing the project schedule and budget.

Responsibilities:
- Develop and implement software products and lead software teams.
- Maintain and improve the performance of existing software code, to include designing and updating software databases IAW guidance provided in the Government’s roadmap.
- Write test scripts in an agile software development environment, with an emphasis on automated test procedures and the continuous integration and continuous delivery of software.
- Recommend improvements to existing software, as necessary.
- Perform the software tasks identified in the contract requirements, and be capable of forming and working on Government/Contractor software teams.
- Contribute to platform success by developing applications as well as providing production support to drive the success of Army internal/external applications.
- Support data services before they go live through activities: system design consulting, developing microservices and frameworks, capacity planning and launch reviews.
- Automate key deployment, monitoring, testing, and verification processes.
- Maintain services once they are live by measuring and monitoring availability, latency, performance, and overall system health.
- Scale systems through mechanisms, including automation, and evolve systems by innovating solutions to improve reliability and velocity.
- Work collaboratively with all other developers in supporting new features, services, releases, and become an authority in our services.
- Continuously monitor/improve the quality of our data and analytics platforms.
- Document system design and procedures.
- Drive efficiencies in systems and processes: capacity planning, configuration management, performance tuning, monitoring, and root cause analysis.
- Demonstrated ability to adapt and innovate on product features based on evolving customer requirements, market needs and technology landscape.
- Maintain and improve the performance of existing security processes for development code, to include
- Writing and updating software code and security processes IAW guidance provided in the Government’s roadmap.
- Maintain and improve performance of existing software code.
- Recommend improvements to existing software, as necessary.
- Perform the software tasks identified in the contract requirements.
- Form and work on Government/Contractor software teams.
Qualifications:
- Public Trust background check eligibility.
- Bachelors degree in Computer Science, Information Systems, Engineering, Business, or other related scientific or technical discipline.
- Proven experience in acting as a Scrum Master.
- Strong Requirements Development/Management experience.
- Must have twelve (15) years of IT experience, including at least eight (8) years of IT and/or telecommunications system management experience.
- 5 years’ experience in full stack development, to include Java, Web services, Database, and/or web application development.
- Intermediate to expert proficiency in Drupal/PHP
- 3 years’ experience with agile and lean philosophies.
- 2 years’ experience with DevSecOps tools and processes, including, but not limited to, Git, Concourse, SonarQube, Fortify, and ThreadFix.
- 2 years’ experience with container technologies, such as Docker or Kubernetes.
- 2 years’ experience providing system administration support to a diverse set of Operating Systems (Microsoft Windows, Linux, etc.).
- Experience with Continuous Delivery and Continuous Integration techniques, such as Infrastructure as Code (IaC), Configuration as Code (CaC), and GitOps.
- Clear communication skills are required.
