General Accountabilities:
Reporting to Manager TXAM Telecom planning and controls standards, provide technical expertise and support associatted with the power system primarily in the area of Telecom planning .
Responsibilities Include:

Lead technical/economic/regulatory impact assessments and other specialized technical studies to determine transmission / system needs related to Telecom for Protection and Control (P&C).

Develop strategies, alternatives and preferred solution; and facilitate delivery of solution through suppliers and service providers.

Receive assignments from manager in broad terms on specific problems related to assigned area of work. Recognize areas requiring study or action and recommend and participate in programs that should be undertaken to improve performance or to avoid problems. Provide guidance to and work with other interested groups in the implementation of recommendations.

Be responsible for preparing portions of the Investment Plan related to Telecom sustainment programs. Administer and assist manager in the planning of work programs and development of budget. Be responsible for preparing submissions to regulatory bodies (e.g. OEB). Analyze costs, including labour and material items, and provide explanations relating to variances.

Lead the definition and preparation of telecom projects and programs.

Define scope of work or program work specifications to appropriate level of detail and work with services providers to manage risks and ensure estimates of appropriate quality.

Develop Business Cases and obtain release of funds.

Be responsible for monitoring, overseeing and redirecting major Telecom programs and complex projects during the execution phase.

Co-ordinate activities with multiple Service Providers and stakeholders.

Resolve problems through analysis and application of highly specialized technology or theory.
-
Provide necessary technical direction to service providers.
-
Monitor service provider performance, provide redirection, as required and authorize payment.
-
Present solutions, producing necessary documentation to substantiate recommendations.
-
Participate as a representative of the Company before compliance and regulatory agencies, etc, in endeavours to advance the corporate interests.

Represent the unit on discussion and negotiation with customers, stakeholders and suppliers. Liaise with other internal work groups, divisions and outside interests.

Monitor/sponsor the status and development of telecom related standards, and carry out, or suggest modifications and additions.

Maintain an awareness of advancing technology developments in transmission/ related to telecom.

Assist Manager in the planning of department workpogram, identifying resource needs and develop/mentor new staff.

Ensure overall and day-to-day Dept. objectives and performance are met and in compliance with NPCC, NERC CIP, IESO Market rules, and other regulatory requirements.

Perform other duties as required.

Essential Knowledge, Experience and Qualifications:

Must have up to 10 years of experience with the design and/or maintenance of telecom systems used on Hydro One transmission systems.

Must have Professional Engineer accreditation ( PEO registration in the province of Ontario or equivalent from another province )
-
Must have good knowledge of industry and Hydro one specific Telecom design standards or those of equivalent from other similar utilities.

Must have detailed knowledge of electrical theory and principles underlying the design of electrical power systems and their telecom system for protection and control.

Has broad technical knowledge on, and experience with utility Telecom standard and related IEEE standards.

Has knowledge of regulatory requirements (IESO, NPCC, NERC).
