Job Summary:
The Manager, OSP Engineering & Construction will be responsible for the overall engineering of Shentel’s fiber-to-the-home initiative. Supervises personnel in all outside plant engineering and construction activities to ensure project objectives, network quality, safety, and budgetary requirements are completed in accordance with Shentel and industry standards. Develops Statement of Work documents and coordinate activities with other departments, contractors, and vendors to ensure projects are completed on schedule.

Qualification Requirements:
a. Education: BS degree in a relevant engineering or technology field is required. Other candidates with a strong technical background and substantial industry or military experience will be considered.

b. Experience Level:
10 or more years of experience in the communications industry is required

5 or more years of experience operating in a leadership role in engineering or technical operations role

c. Special requirements:
i. Budgeting and financial analysis

ii. BICSI Registered Communications Distribution Designer (RCDD) or equivalent knowledge

iii. Society of Cable Telecommunications Engineers BDS, BTS, BTCS, DVEP certification or equivalent knowledge

iv. Strong project management experience

v. Fiber engineering or construction background

ci. Skill Requirements:
Detail oriented and strong organizational skills

Excellent written and verbal communication skills

Ability to multitask and manage multiple projects simultaneously

Knowledge of:
a. Utility construction and utility project management

b. Outside plant fiber design and construction techniques

c. Pole attachment agreements, easements, right-of-way policies, and procedures

d. AutoCAD, MapcomM4, or other network mapping and design tools

e. Able to create complex network diagrams and detailed engineering documentation

f. Aerial and underground cable placement and splicing methods

Industry standard OSP construction practices and NESC guidelines
