This is a non-merit system, employment-at-will, long-term contract position.
The Manager, Telecom Systems is responsible for all telecommunications systems and services for WSSC Water’s microwave, radio and SCADA infrastructure. Leads a team in the design, planning, installation, maintenance and operation of these systems. Also responsible for monitoring SLA compliance and metrics for all related networks and makes recommendations based upon technical and budgetary analysis.

Essential Functions

  • Exercises leadership and day-to-day management and supervision of a technical team tasked with design, plan, installation, maintenance and operation of complex wireless telecommunications systems to ensure optimal performance
  • Provides consultation services with regard to wireless system issues
  • Supervises the implementation and operation of personal computer equipment and servers related to telecom support
  • Works with leadership to evaluate and report on all aspects of compliance with standards and implements required changes
  • Assists leadership with product evaluations, integration and on-going product management for components of the enterprise network
  • Ensures that the wireless telecom implementation meets client service level agreements
  • Educates and ensures team compliance to evolving security and process policies
  • Provides project management for telecom upgrades and new installations
  • Establishes a disaster recovery plan for wireless telecom systems
  • Identifies and present new telecom related technologies to improve operations
  • Manages the microwave infrastructure at WSSC Water
  • Manages the testing, repair, and maintenance of telecom, SCADA and related electronic equipment in use at various Commission facilities
  • Manages work related to the installation/maintenance/repair of base stations, antennae, radio, and electronic equipment in or on all types of vehicles and structures
  • Performs annual frequency checks as required by the FCC and makes concomitant adjustments to satisfy legal requirements
  • Designs and implements a preventive maintenance program for all telecom areas
  • Coordinates the repair, installation, and maintenance of various telecommunications systems including microwave multiplex systems
  • Manages all activities related to cellular leasing on Commission tanks, towers, and other structures
  • Supervises telecommunicationsstaff including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination

Other Functions
  • Maintains updated parts inventory of radio and related electronic equipment
  • Works with the service desk team to handle all requests for telecommunication services, including setup of equipment, cabling, installation, testing
  • Stays abreast on the latest trends in telecom equipment and make recommendations based on acquired knowledge
  • Researches and presents new telecom technologies to improve operations
  • Supports the WSSC Water COTS implementation and information security initiatives, determining telecom requirements and desired solution that meets the business requirement, including migration to next generation telecom technologies
  • Serves as senior-level escalation point for telecom operations
  • Manages external vendor relationships and develop KPI’s and SLA’s to ensure standards are met
  • Reports key metrics on telecom infrastructure performance/operational and customer service related activity
  • Provides ongoing communication including incident reports and KPI’s to senior IT leadership
  • Perform other duties as assigned

Required Knowledge, Skills, And Abilities
  • Strong knowledge related to high-availability technologies and techniques
  • Strong knowledge of transmission mediums such as TI, fiber optics and microwave
  • Familiarity with rate structures and billing methods
  • Strong knowledge of FCC rules and regulations
  • Strong knowledge of the principles and standard practices of radio and communication electronics
  • Strong knowledge of the hazards and precautionary methods pertaining to the trade
  • Skill in locating and repairing complex defects in electronic systems
  • Ability to read and interpret writing diagrams and circuit schematics
  • Strong knowledge of radio and communication theory, electronics, or a closely related field
  • Ability to provide budget estimation and preparation
  • Strong customer focus and ability to work with and meet business users’ requirements
  • Excellent analytical, organizational, and problem-solving abilities
  • Ability to understand the agendas of other functions, groups and business units within WSSC Water and to integrate that understanding into the decision making process of the team
  • Skill in recognizing trends, patterns and events that result in new and innovative opportunities

Minimum Education, Experience Requirements
  • Bachelor’s degree in Computer Science, Electrical Engineering, Communications Engineering or a related technical discipline and 6+ years experience in telecom administration and network operations management OR High School diploma and 10+ years experience telecom administration and network operations management

  • 3+ years experience in related
    SCADA/LMR networks and peripheral hardware experience
  • Experience with managing a large enterprise network and concurrent multiple technical projects

  • Experience in the repair of communication equipment, including microwave systems
  • Experience managing, and enhancing Telecom Expense Management (TEM) processes & wireless technologies
  • Experience with responsibilities’ related to the leasing of towers and water tanks space
