As a Program Communications Coordinator with the Department of Community Justice you will plan, direct, and perform highly visible and sensitive projects for the department’s Executive Leadership Team related to change management and stakeholder/community engagement. You will create and implement the department’s strategic communication plan using web-based applications and other media/digital publishing tools. You will have complex organizational skills to manage numerous different projects with tight deadlines and will apply an equity or racial justice lens in your communication strategies.
This position plays a key role in advising, contributing, and creating internal and external communications in partnership with the Policy and Communications Manager and other Executive Team members. We are looking for an effective collaborator, listener and communicator who can work with a range of DCJ staff and staff from other departments.
In this role your duties will include:
  • Developing and managing department-wide communication and implementation strategies for county and department initiatives, policies, goals, and projects.
  • In partnership with the Policy and Communication Manager, developing, implementing, and monitoring DCJ’s Strategic Communications Plan. This plan outlines internal and external strategies and may include supporting and leading workgroups to aid in the plan development.
  • Researching and evaluating data on communications’ effectiveness, including web traffic and engagement data.
  • Preparing, reviewing, and analyzing program, division, and department-wide communication policies and procedures.
  • Utilize Google products, Adobe Creative Suite, and web-based applications to develop layout and content for presentations, documents, and web and print materials, such as department wide newsletter and DCJ website.
  • Developing presentations for internal and external audiences, including basic video production
  • Partnering with department administrative programs to design, coordinate, and implement high level internal, employee-focused projects.
  • Partnering with the county’s IT department and DCJ’s Business Applications Team on technology projects associated with communication strategies and process improvement initiatives.
  • Supporting department budget development and legislative analysis and tracking.
  • Designing communications and presentations to external stakeholders.
  • Maintaining a database of community contacts and vendors for community events.
  • Developing, organizing and leading community events.
  • Developing and managing department photo archives.
  • Mentoring summer interns from the College 2 County program.

The Department of Community Justice (DCJ) is recognized as a national leader in both adult and juvenile community justice. DCJ routinely consults and makes use of evidence-based practices in our program and policy development. The Department’s commitment to data-informed decision-making has led DCJ to make smart investments of taxpayer dollars in supervision, sanctions, and services for the county’s highest risk and highest need justice-involved individuals. DCJ makes long-term investments in its employees through the provision of education and training. The Department shares information with community members, partners, and staff to keep communities safe by preventing and reducing crime and routinely evaluating which local policies support best practices. DCJ operates 24 hours a day, with nearly 600 permanent, on-call, and temporary employees. The Department supervises approximately 9,000 justice-involved individuals annually and those defendants requiring pretrial services. DCJ’s Juvenile Services Division operates the Donald E. Long Juvenile Detention Facility and is responsible for approximately 360 youth on formal and informal community supervision.

COVID-19 VACCINATION REQUIREMENT
To protect the health of the community and employees, Multnomah County requires employees to be fully vaccinated against COVID-19 or have an approved medical or religious exemption as a qualification of employment.

Minimum Qualifications/Transferable Skills*:
  • Equivalent to a Bachelor’s degree with major coursework in communications, graphic design, web development/design, journalism, marketing, public relations, or a related field; AND
  • Three (3) years of responsible experience in web communications/design, news reporting, public information, public relations, marketing communications or publication development.
  • Must be able to pass a thorough background investigation, including being fingerprinted on the first day of employment.
  • Must be able to travel to various offices/ buildings throughout Multnomah County in a timely manner.
Preferred Qualifications/Transferable Skills*:

However, keep in mind we may consider some or all of the following when identifying the most qualified candidates.   • Excellent public speaking skills and strong writing skills.
  • Experience developing content for a web based organizational communication program.
  • Ability to interact and work with a diverse group of people at all levels of the department.
  • Fluency in speaking and writing in one of the following languages: Spanish, Russian, Vietnamese, Swahili, or Chinese.
  • Ability to exercise tact and diplomacy in dealing with sensitive, complex and confidential issues and situations.
  • Transferable skills: Your transferable skills are any skills you have gained through education, work experience (including the military) or life experience that are relevant for this position.
