The position will be filled at the Project Manager or Project Manager, Senior level, contingent upon the selected candidate’s experience.
JOB PURPOSE: A Project Manager is responsible for leading project teams in the day-to-day execution of projects of low to moderate complexity to achieve an established set of outcomes. Responsibilities include all phases of projects, including initiation, planning, execution, and close-out on time and within budget. A Project Manager may be assigned to manage facility construction or major maintenance projects in areas such as hydro power plant rehab, utility transmission or distribution system construction, major building construction, and/or telecommunications building infrastructure. This Project Manager will lead teams to develop, design, construct and maintain hatchery projects.

50% Project Execution: Project Manager: Manage projects of low to moderate complexity according to an established scope, schedule, and budget Control project activities by measuring progress in accordance with established project plans and objectives.
Low to moderately complex projects generally have some or all of the following characteristics:
- Low risk to the District
- Small scale
- Impact up to 10 stakeholders
- Involve a project team of 10 or less team members
- Projects with a budget generally under $5M
- Project Execution Project Manager Senior: Complete development and implement projects of typically medium complexity and single or multiple year duration according to the project goals and objectives. Establish the basis for performance measurement and control project work scope by measuring progress in accordance with project plans and objectives.
- Medium complexity projects generally have some or all of the following characteristics:
- Some risk to the District.
- Technical complexity
- Impact more than 10 stakeholders
- Involve a project team larger than 10 team members.
- May impact multiple business units.
- Budgets typically greater than $5M.
- Require management of vendor(s) and consultant(s)
- Change management responsibilities.
10% Project Planning: Develop plans to implement and manage projects including resource requirements, milestones, deliverables, risk assessments, cost estimates, quality requirements and project-specific policies, procedures, and guidelines. Work with stakeholders to develop project objectives.
10% Project Control Systems: Follow effective project control systems to ensure contractor and District activities comply with established work schedules and contract terms.
10% Quality Control: Ensure that quality control processes and procedures are in place throughout the project to ensure customer satisfaction and technical requirements of project are met.
5% Project Team Direction: Develop and implement viable project teams to ensure effective performance of project functions. Create a team environment that encourages excellent performance and timely decisions. Identify appropriate staff resources and negotiate with resource manager(s) to fill necessary positions. Escalate project issues and decisions to decision makers in a timely manner. Ensure peer review of project work products is performed by qualified staff. May perform some hands-on engineering and/or construction manager work. May perform field data collection using engineering instruments, digital technologies, ladders, lifts, or small tools.
10% Communications: Communicate project progress with supervisor, project teams, and internal clients. Assist in communications with external clients, project stakeholders and regulatory agencies.
5% Development: Continue to develop and refine project management skills through continuing education and training.
Ongoing Drive a motorized vehicle while conducting business on behalf of the District.
Ongoing Maintain regular and predictable attendance. Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).

Project Manager and Project Manager Senior Post-Secondary Education: Bachelor’s degree (B.S., B.A.) in Construction Management; Electrical, Civil, or Mechanical Engineering; Network Engineering, or a related field, from four-year college or university; or equivalent combination of education and experience.
Project Manager: Incumbents are required to obtain and maintain PMP certification from the Project Management Institutewithin 24 months of entry into the role.
Project Manager Senior: Incumbents are required to obtain and maintain PMP certification from the Project Management Institutewithin 12 months of entry into the role.
Project Manager Experience: Typically requires a minimum of three (3) years’ experience performing construction or major maintenance project management. Candidates with experience managing multiple projects in the following areas are preferred:
- Power plant rehabilitation or major maintenance
- Major building construction
- Utility transmission or distribution system construction
- Telecommunication system cabling infrastructure, or similar
Preference will be given to candidates with experience best aligned with the types of projects to be managed.
Project Manager Senior Experience: Requires a minimum of seven (7)years’ experience performing construction or major maintenance project management. Typical experience level is 10+ years.
Candidates with experience managing multiple projects in the following areas are preferred:
- Power plant rehabilitation or major maintenance
- Major building construction
- Utility transmission or distribution system construction
- Telecommunication system cabling infrastructure, or similar
Preference will be given to candidates with experience best aligned with the types of projects to be managed.
Specific KSA’s: A fully skilled incumbent will have the following specific knowledge, skills, and abilities.
Knowledge
- Basic knowledge of project management processes and tools
- Basic knowledge of the systems or projects assigned, such as: Power Plant facility and generators
Telecom Cabling/Infrastructure
Utility transmission or distribution systems
Major Building construction
- Basic knowledge of related building construction standards and codes
Skills & Abilities:
- Demonstrated experience in initiating, planning, executing, and closing out concurrent projects
- Ability to develop business cases, project plans, scheduling, estimating, and contract administration
- Ability to develop effective working relationships with internal and external stakeholders
- Able to negotiate with District personnel and contractors and participate in negotiations with external regulatory agencies and stakeholders.

- Effective speaking and presentation skills
- Ability to prepare and administer basic procurement documents
Language Skills: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. Must be proficient in reading, writing, and speaking English.
Mathematical Skills: Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, basic calculus, and permutations. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.
Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
Complexity: Prioritizes and performs a broad range of moderately complex technical or professional work. Solves day-to-day problems using established policies, regulations, or work rules.
Decision Making: Works independently, under limited supervision. Acts as a resource for colleagues with less experience. Trains and mentor’s others. May act as a team leader. Advises management on best work methods, processes and/or application of policy. Receives guidance in complex situations.
Computers & Equipment: A fully skilled incumbent will have the ability to utilize the following software, hardware, or equipment: To perform this job successfully, an individual is required to have basic knowledge of Microsoft PowerPoint and PeopleSoft Financials. Is also required to have intermediate knowledge of Maximo Asset Management; Microsoft Excel, Project, and Word; Primavera; and General Office Equipment.
