GENERAL DESCRIPTION

Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries.

Under the general supervision of the Network Services Manager, performs advanced and/or supervisory (senior-level) network work for the Texas Department of Motor Vehicles (TxDMV) IT Services Division, Infrastructure Services Branch. Work involves overseeing and performing activities associated with the agency’s computer network systems and subsystems for data, voice, and video including Local Area Network (LAN), Wide Area Network (WAN), Internet Video Teleconferencing (VTC), email, messaging, telephony/voice over IP (VOIP), a virtual private network (VPN), Network Security systems, Internet and intranet systems, end-user support, and other data networks; planning, designing, and integrating data telecommunications networks; designing, installing, and monitoring networks; monitoring and analyzing existing hardware and software; developing policies and procedures; and evaluating potential network enhancements. May assign and/or supervise the work of others. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Work outside of regular hours may be required.

ESSENTIAL DUTIES

Oversee or conducts major studies regarding system usage, make recommendations for improvements, and determine network system requirements.

Oversee performance tuning and capacity planning activities to enhance the performance of the network resources. Responsible for the upgrade, configuration, reliable operation, and installation of Local Area Network (LAN), Wide Area Network (WAN), and Network Security systems.

Oversee and provide guidance in troubleshooting and solving complex network problems related to TxDMV incidents and problem calls, and in the processing of service requests and tasks.

Provide technical advice, assistance, and status reports to users of varying skill levels. Maintains system documentation to support network enhancements.

Direct activities/projects to resolution including planning, organizing, analyzing, and coordinating tasks involving multiple resources both inside and outside the agency.

Review network system plans for completeness and accuracy and plan and schedules network studies and system implementations.

Coordinate projects and initiatives that cross-functional TxDMV agency systems, other state entities, and vendors that require planning and scheduling during project development and implementation. Serves as backup to Network Manager.

Determine operational, technical, and support requirements for the location, installation, operation, and maintenance of data communications and agency network systems.

Monitor the preparation and analysis of statistics on network utilization and availability. Installs and upgrades network systems and software. Coordinates all network changes with Network Manager and TxDMV change control.

Perform project planning tasks involving project risk assessments, alternative implementation analyses, and project status tracking and reporting to Network Manager.

Analyze existing network and system procedures for efficiency and effectiveness. Monitor resolution of customer production issues in both application and network environments.

Escalate security, system, or network outage issues to Network Manager as necessary.

Develop policies and procedures designed to ensure the integrity of local area networks or wide area network environments.

Evaluate network technologies for potential acquisition and directs the evaluation of various hardware and software resources for information system administration to identify strengths, weaknesses, and potential benefits to the agency by recommending systems technology solutions for TxDMV enterprise-related hardware and software standards. Coordinate network hardware/software purchases.

Attend work on a regular and predictable schedule in accordance with agency leave policy and performs related work as assigned.

Qualifications


MINIMUM QUALIFICATIONS

Education – Graduation from an accredited four-year college or university with a major in computer science, electronics, telecommunications, or related field plus a minimum of five (5) years experience in telecommunications network problem resolution activities. Additional related experience may be substituted for education on a year-per-year basis. (Experience requirements may be satisfied by full-time experience or the prorated part-time equivalent.)

PREFERRED QUALIFICATIONS
Cisco Certified Network Associate (CCNA).
