Duties

Duties at the GS-7 grade level:

  • Maintain and perform basic services on a variety of simple to moderately complex electronic equipment, systems, and devices.
  • Perform daily status checks of various telecommunications systems, primarily microwave radio, and land mobile radio systems.
  • The incumbent will be provided a mix of on-the-job training and formal training as appropriate in order to learn how to service the following types of systems: radio dispatch systems (consoles}, fiber optic networks, Tl, telephone systems (PBX, VOiP), backup power systems, local area network (LAN) infrastructure, wide area network (WAN) infrastructure, computers, peripherals, modems, multiplexers, in-band and crossband repeaters, radio and radar equipment, antenna systems, microprocessor controlled fire/security alarms systems, SCADA systems, access control systems, telemetry systems, uninterruptable power supplies, and solar power systems.
  • Climb communication towers to perform standard maintenance of antennas and Coax/Heliax/Waveguide runs to Radio System equipment installed at various locations.
  • Maintain lightning protection, surge suppression, and grounding equipment for communications systems.

Additional duties at the GS-9 grade level:

  • Install, test, maintain, and service a wide variety of moderately complex electronic equipment, systems, and devices including primarily land mobile radio systems composed of handheld radios, vehicle radios, and repeaters.
  • Other systems the advance trainee will be expected to gain experience with include radio dispatch systems, fiber-optic networks, T-1/T-3 circuits, telephone systems (PBX, VoIP), voice mail, backup power systems, local area network (LAN) infrastructure, wide area network (WAN) infrastructure, computers, networks, modems, multiplexers, in-band and cross-band repeaters, radio and radar equipment, antenna systems, microprocessor controlled fire/security alarm systems, access control systems, telemetry systems, uninterruptible power supplies, traffic counters, and solar power systems.
  • May perform radio encryption key and network Radio Over Internet Protocol (RolP) duties with supervision.
  • Assist in performing scheduled preventative maintenance by making timely replacements and/or repairs minimizing unit and systems outages.
  • Performs general maintenance of batteries, power systems, and other general housekeeping duties associated with maintaining a highly technical law enforcement and wildland fire operations telecommunications system operating with a minimum of down time.

Additional duties at the GS-11 grade level:

  • Install, test, maintain and service a wide variety of highly complex and integral electronic equipment, systems, and devices, with Journeyman level responsibility for telecommunications, micro-wave radio and land mobile radio systems. Other systems include 911 dispatch systems, fiber-optic networks, T-I /T-3 circuits. telephone systems (PBX, VoIP), voice mail, backup power systems, local area network (LAN) infrastructure, wide area network (WAN) infrastructure, computers, networks, modems, multiplexers, in-band and cross band repeaters, radio and radar equipment, antenna systems, microprocessor controlled fire/security alarm systems, access control systems, telemetry systems, uninterruptible power supplies, traffic counters, and solar power systems.
  • Perform radio encryption key and network Radio Over Internet Protocol (RolP) duties.
  • Recommends and installs protective measures for lightning protection, surge suppression, grounding, and other transients affecting communications equipment.
  • Designs, changes or fabricates equipment, as necessary, for special applications. Integrates and/or makes new equipment compatible with existing equipment/systems or to meet unique environmental requirements.
  • Monitors/evaluates equipment or overall system performance and provides technical input to telecommunications planning efforts.

Duties will be developmental in nature when filled below the full performance level. Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position’s supervisor. A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver’s licenses, whether current or past, possessed by you.   • Occupancy of government quarters is required for one of these positions.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 3 nights per month. You must obtain a government charge card for travel purposes.

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-5 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: installing, programming, or performing basic maintenance on two-way radio communications equipment such as portable and mobile radios. Demonstrated experience installing and maintaining analog telephone systems. Understand and apply fundamental electronics theory and principles to troubleshoot, repair, and maintain radio communications electronics. Use appropriate test, soldering, and other specialized equipment as required. You must include hours per week worked.

EDUCATION: Successful completion of at least one (1) full year of progressively higher level graduate education leading to a Masters degree (18 semester/27 quarter hours or 1 academic year of full-time graduate study) with a major study in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. You must include transcripts.

Completion of a bachelor’s degree AND Superior Academic Achievement. Superior Academic Achievement (SAA) is based on (1) class standing, (2) grade-point average, or (3) honor society membership. (1) Class standing-Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. (2) Grade-point average (G.P.A.)-Applicants must have a grade-point average of: (A) 3.0 or higher out of a possible 4.0 (“B” or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (B) 3.5 or higher out of a possible 4.0 (“B+” or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; OR (3) Election to membership in a national scholastic honor society. EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-7 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: providing support for two-way radio infrastructure, including, analog and P25 digital repeaters, LMR encryption, duplexers, combiners, and/or other antenna system components. Demonstrated experience with using industry standard test equipment appropriate to the task and systems under test. Demonstrated experience installing and maintaining digital and PBX and telephone systems. Understand and apply moderate to advanced electronics theory and principles in order to troubleshoot, repair, and maintain radio communications electronics. You must include hours per week worked.

  • Undergraduate and Graduate Education with a major study in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.
  • Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

Physical Demands: The bench work portion of the job is usually sedentary and will involve the usual amount of sitting, walking, standing, and bending associated with office type work, informal meetings, and the use of bench equipment such as computers; analyzers, and soldering stations. Bench work includes working with micro-miniature circuitry, requiring the use of magnification devices and clean, precise working practices. The field portion of the job will include driving, hiking, and carrying equipment. Thus, the employee will occasionally carry a heavy backpack (up to 50 lbs.) and hike over rough, uneven, rocky terrain or slippery surfaces at elevations from 1,000 ft. to over 10,000 ft. and in temperatures from 20F to 115F. Once arriving at work sites field work involves some physical exertion such as long periods of standing, recurring bending, crouching, stooping, stretching, reaching, and recurring lifting of moderately heavy items. Considerable and strenuous physical exertion is required to work in high elevations on antenna supporting structures up to 150 feet above the ground, and in inclement weather conditions. Work involves driving long distances in hazardous conditions, such as four-wheel drive access areas, over steep and mountainous or rough high desert terrain. The position may require flying in helicopters and boating in varying weather conditions. Work requires the operation of a motor vehicle on steep mountainous roads.

Working Conditions: Office work is performed in an adequately lighted and climate-controlled office, which requires the ability to sit for extended periods of time working at a bench. The incumbent will also be exposed to radio frequency hazards, high voltages, noise, and slippery and uneven surfaces. It also includes working in voice and data equipment rooms and computer rooms. Field work-includes exposure to extreme weather conditions (over 100 degrees F), steep and uneven terrain, pesticides, poisonous plants, biting insects, and wild animals. Field conditions involve the employee being exposed to noise, dust, heat, weather, and aircraft turbulence. The tower climbing work is performed under variable and unpredictable working conditions in many locations, sometimes in inclement weather and at high altitudes. Work occasionally includes travel to different sites over long distance and exposure to extreme weather conditions (i.e. rain, snow, fog).The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.

    • Veterans Preference Documentation:
      • If you are a Discharged, Non-Disabled Veteran, you must submit a copy of your DD-214 showing character of discharge (Member 4 copy), or other Documentation of Service and Separation under Honorable Conditions, as listed on the SF15. If you don’t have your DD-214, you may request it after discharge from the National Archives.
      • If you are a veteran within 120 days of discharge, you must submit signed documentation from the Armed Forces certifying: 1) your expected release/retirement from active duty, 2) under honorable conditions, 3) your pay grade/rank/rate at time of discharge, 4) dates of active duty service, 5) any campaign or expeditionary medals received, & 6) dated within 120 days of your separation.

  • Documentation for Interagency/Career Transition Assistance Plan consideration if you are a displaced Federal employee within the local commuting area. You must include: 1) Proof you are a displaced Federal employee, e.g., RIF Separation Notice, Notice of Proposed Removal, etc; 2) SF-50s (Notifications of Personnel Action) showing career/conditional tenure competitive status, promotion potential and duty location; and 3) your most recent performance appraisal.
