Job Description

Overview

The Regulatory Telecommunications Specialist supports company telecommunications offerings that are regulated by either the Federal Communications Commission FCC or State Public Utilities Commissions PUCs. The position tracks hundreds of required filings with these agencies and works closely with regulatory counsel in the filings preparation and submission, including recurring informational and telecommunications revenue reports, service plans, tariffs, and price guides. The individual also coordinates with the business on the entry into new states, and leads the related research of the State PUC rules and preparation of regulatory applications to do business as a competitive local exchange carrier CLEC. The role further administers the filing of submissions in docketed proceedings at the FCC and State PUCs, including rulemaking comments, testimony, motions, and discovery, and assists counsel in the preparation of factual information responsive to any discovery request or regulatory inquiry that may be received.This person will partner closely with the teams attorneys to help the department run efficiently, including by developing and maintaining electronic team drives, email accounts, and record keeping systems; managing the review and payment of routine invoices; deciphering regulatory rules and other research into consolidated spreadsheet format; and managing internal databases. The individual may also provide other operations and administrative support for the product legal team.

Job Responsibilities

Oversee 35043; regulatory filing obligations, and coordinate with regulatory counsel and the business, as needed, to ensure timely submissions.

In coordination with regulatory counsel, prepare all regulatory filings including CLEC applications, telecommunications tariffs, and price guides in version controlled format and consistent with applicable commission rules.

Handle the administrative submission of regulatory filings via the FCC or State PUCs online filings systems, and preparedeliver any paper copies that may be required.

Conduct research of State PUC regulations when needed for entry into a new state, and monitor the PUC rules routinely for any relevant changes over time.

Assist counsel in the gathering of internal factual information that may be responsive to any discovery request or regulatory inquiry.

Maintain an internal team webpage with uptodate information on regulated offerings.

Develop and maintain electronic team drives and record keeping processes.

Review and oversee payment of routine invoices for regulatory fees and vendors who support the companys regulatory compliance obligations.

Support timely processing of law firm invoices through CounselLink software program.

Decipher lengthy or multiregulator rules into concise, readable spreadsheet format.

Assist in the final formatting and modularization of training programs, the dissemination of those programs to required personnel via the companys online training portal, and the tracking of completion information.

Provide other operations and administrative support for the product legal team.

Assist in special projects for the product legal team that may include research, data management, or process development.

Highly Preferred Qualifications

Paralegal certification is a plus

Strong technical knowledge of word processing, spreadsheet, and email software, in particular the Google suite and optional features.

Experience with specialized CounselLink and OneTrust software programs.

Working knowledge of the FCC or State PUC telecommunications regulations and the rules applicable to tariffs, CLEC applications, rulemakings, and docketed cases.

Sound use of judgment, decisionmaking, confidentiality, and attention to detail.

Strong interpersonal and communication skills.

Time management, planning, and organizational skills.

Collaboratively driven to work with others to advance the overall team goals.

Basic Requirements

Bachelor39;s degree from an accredited college or university and 343; years of telecommunications experience at a regulator, company, or law firm

OR 543; years of telecommunications experience at a regulator, company, or law firm

Legal authorization to work in the U.S. indefinitely is required. Employer work permit sponsorship is not available for this position.
