Position Summary

Manages the daily operations of the Telecommunications department, oversees staff, develops integrated project plans to meet the needs of the County and other partners, manages priorities, formulates strategies, develops budget, identifies critical issues and builds relationships. In the absence of the Director, this position will act as the Director Telecommunications.

Job Responsibilities

  • Oversees the daily operations of the Telecommunications department including hardware and software support, maintenance and special projects; establishes communication standards and oversees monitoring to ensure availability of systems; maintains a high level of knowledge regarding the constant changes in technology and makes recommendations concerning communications that should be supported to enhance efficiency and cost savings.
  • Manages telecommunication programs and projects including land mobile radio, translator/broadcast and broadband systems; assures the overall integrity, effectiveness, compatibility, and performance of the communication systems. Establishes and maintains vendor relationships for the procurement of hardware, software, services, and support.
  • Manages staff, tracks and reviews work activities, and evaluates work performance. Trains employees and provides direction and guidance on technical and policy issues. Meets regularly with staff to discuss and resolve workload and technical issues, project status, quality standards, work schedules and customer service issues.
  • Performs administrative functions such as budget development and oversight, requisition and billing approvals, monthly status reports and other assigned duties.
  • Develops and administers grants and funding opportunities to supplement Pitkin County project budgets. Includes proposal development, strategy development, partner collaboration, grant reports and budget supplementals.
  • Acts in the absence of the Director and represents the Director in meetings and on specific projects, as needed.
  • Supports the relationship between Pitkin County government and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and County staff; maintains confidentiality of work-related issues and County information; performs other duties as required or assigned.
Minimum Qualifications, Knowledge and Skills

  • 3+ years experience as a Supervisor or Lead in department or function.
  • 5+ years progressively responsible experience in area of expertise in engineering or computer science.
  • Bachelor’s Degree required in Engineering, Computer Science or a closely related field or equivalent combination of education and experience.
  • Certified Project Management Professional (PMP) within six months of hire.
  • Must possess a valid Colorado Driver’s License and acceptable Motor Vehicle Record.

Physical Demands and Working Environment

  • Work is performed in a standard office environment. Occasionally, work is performed at mountain-top communication sites at high altitude (up to 12,000 ft.) and under adverse weather conditions (rain, sleet, snow). Ability to work evenings, holidays and weekends. Must be able to lift and carry items up to 50 lbs. in weight.
