Terms of reference for consultant team/s to disseminate and support uptake of the FAIR Fish Project’s mobile application in 2023.
I. About Plan International

The Fostering Accountability in Recruitment for Fishery Workers Project (FAIR Fish) is an effort to reduce forced labor and human trafficking in the seafood-processing sectors of Thailand. The project is supported by the Office of Child Labor, Forced Labor and Human Trafficking (OCFT) at the Bureau of International Labor Affairs (ILAB), United States Department of Labor (USDOL). The FAIR Fish project is led by Plan International, an NGO with expertise in addressing forced labor (FL), human trafficking (HT) and child labor (CL) among fisherfolks and seafood processors in Thailand, Cambodia, Indonesia and the Philippines. Project implementation started in January 2019 and will end in December 2023 with a possible extension.
II. Background
The FAIR Fish Project has developed a mobile application on safe migration and responsible recruitment. The application is intended to inform migrant workers, employers, and those recruiting workers about how workers can protect themselves from becoming victims of forced labor and human trafficking as well as basic information about responsible recruitment process.
The mobile application contents are divided into two sections. One is for workers and the other is for employers, relevant staff members, and recruiters. The contents are available in Burmese, Khmer, and Thai with animation video clips and voice overs.
III. Objective of the TOR
The project is looking for teams of consultants to support the dissemination and uptake of the mobile application through face-to-face or virtual training on the mobile application’s functions and use. A minimum of 100 migrant workers (especially those from Cambodia
and Myanmar), 50 employers, and 50 recruiters (who are hiring migrant workers) must be trained and complete the course under this consultancy assignment.
IV. Tasks
Each consultant is expected to:
- Attend a half-day briefing session on the project’s mobile application and reporting process conducted by FAIR Fish team members.
- Hold half-day, face-to-face or virtual training for the target groups and make sure trainees completed all modules in the mobile application according to their current job role (there are four modules for workers and three modules for employers/recruiters).
- Hold certificate presentation events with experience sharing and reflection sessions for trainees that completed the modules using the mobile application. A soft copy of the certification template will be provided by the project. The consultant team is responsible for preparing certificates and presenting hard copies of the certificates to trainees.
- Submit training reports and trainee lists in English to the project with photos from the training and certificate presentation events together with consent forms for future use by Plan International (consent form templates will be provided).
V. Timeline
Activities under this TOR are expected to start in May 2023 and be completed by August 2023.

VI. Deliverables/Outputs
The consultant can work remotely and regularly meet with the FAIR Fish Project team through Skype or other communication channels. In addition, the consultant will be expected to submit deliverables as follows:

VII. Payment
Plan International will pay consultant teams after deliverables are received and approved. The payment will be calculated according to the number of trainees that complete the course. Payments can be divided into milestones, but if the first payment is to be paid prior to submitting any deliverables it cannot exceed ten percent of the contract. Thai taxation law will be applied.

Plan International is committed to ensuring that the rights of those participating in data collection or analysis are respected and protected in accordance with our Ethical MERL Framework and our Child and Youth Safeguarding Policy.
IX. Qualifications
Candidates should have the following qualifications:
- Well connected to target groups of migrant workers from Cambodia/Myanmar or employers/recruiters that recruit migrant workers.
- At least one team member is an experienced trainer with training facilitation skills.
- At least one team member can communicate with target trainees in their native language.
- Ability to read project documents and contracts in English and submit reports in professional-level English.
- Excellent interpersonal communication skills and the ability to demonstrate respect for people with diverse ethnicities, different socio-economic backgrounds, and beliefs.
- Familiarity with forced labor and human trafficking issues related to the recruitment of migrant workers from Myanmar and/or Cambodia who work in Thailand’s seafood processing sector is a plus.
- Familiarity with Thailand’s cross-border recruitment processes is a plus.
- Familiarity with compliance requirement of projects funded by the United States government is a plus.
