TITLE: 18 month Term Metering & Telecommunications Engineer (E22-416)

DEPARTMENT: Engineering

WORK LOCATION/OFFICE: Airdrie

STATUS: 12 Term – Salaried

NUMBER OF HIRES: 1

DESCRIPTION: Under the general direction of the Manager SCADA & Telecom, the Metering and Telecommunications Engineer is primarily accountable for the development and on-going support of metering standards and telecommunication networks which includes meter and meter installation standards, SCADA, Protection & Control, Power Quality, Distributed Energy Resources, and grid automation initiatives. This role will identify long term metering and telecommunication network requirements by collaborating with internal and external stakeholders to ensure the systems are sufficiently integrated and positioned to meet the needs of the business. This role will be a key resource for providing technical guidance on related project teams ensuring project success, and function as a technical resource within the Engineering department.

DUTIES & RESPONSIBILITIES INCLUDE (but not limited to):
Develop and refine FortisAlberta metering, metering installation, and telecommunications standards and specifications, including but not limited to radio frequency (RF), Cellular, Sub-Suite, Fiber, Satellite, and power line carrier (PLC) systems.

Prepare preliminary and detail designs of PLC, Cellular and RF networks.

Develop, assess, and approve meter standards for industry requirements. E.g., UL / CSA, ANSI, IEEE, IEC, MC.

Develop and document engineering standards for integrated telecommunications networks in distribution automation systems and distributed energy resource management systems.

Review and approve non-standard metering designs and installations.

Review and complete electrical safety and structure assessments for metering and telecommunications installations.

Liaison with other Alberta electric utilities on metering and telecommunications systems.

Participate in metering and telecommunications project execution activities such as scheduling, estimating, and reporting.

Perform site surveys through field trips, to investigate telecom signals at remote locations

Liaison with telecom equipment vendors when procuring new telecom equipment

Provide technical support to the ongoing operation and maintenance of metering and telecommunications systems (such as Microhard NMS optimization).

Research and initiate programs to further leverage metering and telecommunications systems in the distribution network grid modernization.

Develop and support technical training programs for Engineers, Engineering Technologists and Field Technicians.

Special projects and other duties as assigned.

KNOWLEDGE, SKILLS & ABILITIES:
Demonstrated verbal and written communication skills including the ability to clearly present information to various audiences.

Demonstrated ability to build strong partnerships through intuitive business insight. This includes the ability to make recommendations and influence outcomes.

Demonstrated ability to resolve issues by analyzing telecom parameters and evaluating possible solutions.

Excellent organization and time management skills in order to manage multiple priorities and competing demands.

Self-motivated with the ability to work with minimal work direction and supervision.

Knowledge and previous application of industry metering and telecommunications regulations and standards.

Proficiency in Visual Basic or other similar programming languages.

Familiarity with the following protocols: DNP3, Modbus, ICCP, IEC 61850, C37.118, SEL Mirrored bits, OpenADR, IEEE 2030.5 SEP2 would be an asset

Intermediate to advanced proficiency in Microsoft Office applications.

EDUCATION & EXPERIENCE:
Electrical Engineering degree with a major in telecommunications, plus a minimum of 5 years of experience in a technical role within an electric or telecommunications utility environment.

Must be registered as a Professional Engineer with APEGA

Experience with power distribution system design, telecommunications system design, metering design and operating experience would be an asset.
