Job Detail

Promotion: one year of permanent service in an affirmative action, minority business, employment compliance, human resources, or training position allocated at or above Grade 18.

Non-Competitive:
Seven years of experience in equal employment opportunity, human rights, or affirmative action.

Qualifying experience includes working with community service organizations concerned with affirmative action, equal employment opportunity, civil rights, diversity management, minority business development, or similar programs; recruiting, training, and upgrading the educational and job qualifications of protected class members; or working in human resources in areas directly related to affirmative action.

Substitutions: bachelor’s degree substitute for four years of experience; associate’s degree for two years; and J.D. or master’s degree for one year.

Duties Description
Under the general supervision of an Affirmative Action Team Leader in the Anti Discrimination Investigations Division (ADID) of the Office of Employee Relations (OER), this individual assists in the preparing, analyzing, and monitoring of the agency’s affirmative action plan. In addition, this individual will also investigate complaints of protected class employment discrimination.

Duties include but are not limited to:

  • Assists in developing and implementing Affirmative Action policies and procedures.
  • Conducts investigations of internal and external affirmative action, discrimination and sexual harassment complaints.
  • Drafts the findings and documentation on investigations and makes recommendations for necessary action.
  • Interviews complainant and other relevant personnel.
  • Discusses investigation with relevant agency managers.
  • Interacts with legal staff to develop formal responses to external complaints.
  • Develops and conducts training programs, as directed by the Director and Counsel for ADID, designed to address issues of protected class employment discrimination and prevent its occurrence.
  • Participates in legal proceedings against the agency by giving depositions, writing affidavits, serving as a witness, and performing related tasks.
  • Gather and complies data and information and prepares records required for State reports.
  • Interprets laws, rules, regulations and policies for staff and assures that staff comply with them.
