The International Training Centre of the International Labour Organization (the Centre) is the training arm of the ILO, the Specialized Agency of the United Nations which promotes social justice and human rights in the world of work. The Centre delivers training, learning and capacity development services to governments, employers’ and workers’ organizations, and other national and international partners, in support of decent work and sustainable development. Its mission is to be the leading provider of learning and training for the world of work.

The Junior Programme Officer position is located in the Learning Innovation Programme.

The Learning Innovation Programme focuses on the design and development of sustainable learning and communication solutions with the objective to generate impact and organizational change. It has a double mandate: to strengthen the Centre’s in-house capacity to apply state-of-the art learning, communication and knowledge sharing methods and technology, and to provide e-Learning and communication services to outside partners on a global scale. Among our clients, we can count UN agencies, development banks, international organizations, governments and NGO’s.

The Associate Programme Officer reports to the Programme Officer of the Technology Enhanced Learning cluster and to the Manager of the Learning Innovation Programme. He/she works closely with an in-house development team and external agencies.

As part of the Learning Innovation Programme, under the supervision of the Programme Officer (Technology Enhanced learning cluster) and the Programme Manager of Learning Innovation, the Associate Programme Officer is responsible for designing, developing and implementing innovative learning solutions, products and services for ITCILO Training Department, outside customers and constituents, with a particular focus on mainstreaming and upscaling immersive and Al-enhanced learning solutions, further expanding the gamification and mobile learning portfolio as well as contributing to rolling out hi-flex hybrid learning events.

Specifically, the incumbent is responsible for:

• Shaping and co-managing learning activities within the Technology Enhanced Learning Portfolio;

• Empowering learners and trainers with data and Al affordances, including generative Al tools for better course content, using data and Al to empower instructional designers and trainers and developing practical awareness about learning data, processes and analytics;

• Elaborating and scaling up the immersive learning portfolio, which includes the entire spectrum of virtual, augmented and mixed realities, and developping specific immersive VR/AR/XR projects in the world of work;

• Developping proposals for internal and external clients that require adopting gamification, mobile and micro-learning approaches as well as being in charge of the project development;

• Setting up e-learning platforms in function of technology-enhanced learning projects lead by the Learning Innovation Programme;

• At the request of external client, acting as advisor and/or providing inputs in the instructional design, development and implementation of innovative learning and knowledge-sharing solutions;

• Facilitating and acting as Trainer in e-learning labs aiming at supporting the institutional capacity of stakeholders and partners’ organizations;

• Carrying out any other assignment as requested, in connection with the functions of Associate Programme Officer within the Learning Innovation Programme.

Qualifications required

Education

University degree in design thinking, technology enhanced learning, digital media design, UX design, adult education or any other relevant degree.

Experience

At least 3 years of relevant professional experience in the area of technology-enhanced learning projects at national level of which one year in the context of international cooperation and development of projects and activities.

Languages

Excellent command of English and working knowledge of French or Spanish.

Knowledge of a third language among the following will be considered an asset: Arabic, Chinese or Portuguese.

Project design and project management skills: ability to plan projects, manage project tasks and coordinate with other team members, manage time and costs related to project.
