Attorney

Under limited supervision as part of the Office of General Counsel, this position will provide legal services and support to the Department of Administration’s Office of Technology and Information Services (OTIS), which includes the Division of Technology Operations (DTO), the Division of Information Security (DIS), and the Enterprise Privacy Office (EPO).

Responsibilities of the Attorney:

  • Assists the OTIS staff with the legal aspects of drafting, negotiating, Interpreting, and administering contracts and other documents related to the acquisition and provision of information technology and telecommunications. You will provide staff with training regarding the same matters. In addition to handling legal aspects of contracts for the division, you also be responsible for handling procurement-related programmatic duties and responsibilities, as needed and as assigned, and which also Include certain contract management duties.
  • Provides legal support for the programs and staff of OTIS Including: conducting legal research; analyzing laws, judicial/administrative opinions, and agency policies, procedures and practices; drafting, reviewing and/or editing policies, letters, regulations, legislation, memoranda and opinions; attending meetings; training staff; counseling the client regarding Its operation; managing any use of outside counsel; and representing the DT0/DIS/EPO in administrative and judicial forums as needed.
  • Provides Department of Administration Executive Staff with legal advice and support relating to information technology and telecommunications, as well as perform other duties as assigned by the agency’s Executive Staff.
  • Undertakes complex legal tasks and other duties as assigned by the Office of General Counsel.
Juris Doctorate degree or its equivalent from an accredited law school and at least four (4)

years of experience as a practicing attorney. Must be admitted to the South Carolina Bar.

  • Significant experience as a practicing attorney is required.
  • This position requires a positive, outgoing person with self-motivation, initiative and competence to make independent decisions and provide counsel on complex legal issues.
  • Must have the ability to write in a clear, concise manner and have the ability to advise and communicate effectively with employees at all levels, as well as external customers and vendors.
