OVERVIEW
The Judicial Council of California is accepting applications for the position of AV Support Supervisor for the Conference & Print Production/AVTS Unit in the Leadership Support Services Office.
The AV Support Supervisor oversees a team of 1 Administrative Coordinator and 5 AV Technicians, and is responsible for activities associated with the provision of Audio-Visual (AV) technical support services to the Judicial Council, Supreme Court, and other branch partners. This incumbent is responsible for the following activities: (1) Hire, train and mentor AV Technical staff and analyze assignments to determine the most efficient and appropriate use of resources prior to their deployment; (2) Plan, schedule, delegate, assign, and review the work of subordinates; on an as-needed basis fill in as a “crew” member to transport, install, operate, and dismantle AV equipment at programs; (3) Monitor, maintain, upgrade and replace a large inventory of agency-owned portable AV equipment; (4) Track and report annual return on investment and established metrics on a monthly basis; (5) Provide related subject matter expertise and consult to requestors of service in an effort to anticipate roadblocks, provide cost-effective and appropriate options, liaise with outsourced AV vendors when in-house services are unavailable, and advise accordingly; (6) Provide recommendations to office manager for improvements to related equipment, established processes, staffing levels, etc., based on solid analysis and industry knowledge; and (7) Collaborate with other units and offices to ensure provision of excellent customer service. This position works from the San Francisco or Sacramento office and is required to travel throughout the state approximately 6 – 10 times annually.

The successful candidate will be expected to work in the Judicial Council’s San Francisco or Sacramento office.
RESPONSIBILITIES
- Intake and review of requests for service. Analyzes stated program needs against available resources, department policies, and industry best practices.
- Schedules and deploys staff resources & equipment.
- Stays abreast of overall organization-wide programs and initiatives to anticipate potential conflicts before they arise.
- Provides consultation and subject matter expertise to requestors of service, to guide them into appropriate options and alternatives designed to limits costs, and gain resource efficiencies.
- Oversees day-to-day AV operations.
- Trains staff on policies and procedures, and equipment set-up & operation. Keeps staff informed on emerging issues, assignments, and changes. Maintains oversight of all AV activities for all on and off-site locations by monitoring several calendars and meeting with staff.
- Conducts quarterly unit meetings, monthly 1:1 meeting with subordinate staff, and co-facilitates weekly conference center planning meetings,with Supervisor of Conference Center & Reception Services.
- Assumes lead tech crew responsibilities as needed.
- Conducts anpre-event evaluation, participates in planning meetings, determines appropriate equipment from in-house inventory, and identifies rental equipment as needed.
- Identifies project specific staffing needs; coordinates travel plans, access to loading docks and parking for AV cargo vehicle(s).
- Manages AV unit equipment inventory and assigned pool vehicles.
- Maintains AV supplies, equipment, and equipment inventory list.
- Facilitates repair and/or replacement purchase orders.
- Oversees usage, maintenance, sound operation of safety functions, and cleanliness of (2) assigned vehicles. This includes determining and facilitating routine and ad hoc maintenance schedule, managing associated blanket purchase order, tracking and reporting related data (mileage log and maintenance), and managing associated Fastrak account and replenishment.
Other Duties and Responsibilities:
- Participate as presenter in periodic CPP All-Staff meetings, and plan/execute 1 per year.
- Provide written input to supervisor for inclusion in AV-related memos and documents (Additional Fund Requests (AFR), Vehicle Acquisition Requests (VAR), Budget Change Proposal (BCP’s) as needed.
- Manage AV Technical Services (AVTS) unit’s annual blanket P.O.’s, and proactively keep supervisor appraised of AV budgetary needs and accruals.
- Manage and place orders for routine AV supplies and equipment replacement as needed.
- Function as CPP’s IT Liaison, attend on-going meetings, and report back to the office.
- Collaborate with IT as AV subject matter expert and as it pertains to shared duties around live streaming of Judicial Council programs.
- Complete education requirements appropriate for supervisory positions.
Supervisory Duties:
- Recommends selection of staff;
- Trains staff and proposes internal and external training courses and workshops;
- Provides for career development and planning for staff;
- Approves time off requests;
- Reviews and approves time sheets;
- Evaluates employee performance and conducts performance reviews; and
- Administers discipline as required.
MINIMUM QUALIFICATIONS
Associate’s degree, preferably in broadcast technology, computer science or directly related field,
and three (3) years of broadcast and/or audio-visual systems experience, including one (1) year of
previous supervisory experience. Additional directly related experience and/or education may be
substituted on a year-for-year basis.
OR
Two (2) years as a Media/Telecom Specialist or other level (B23) class or three (3) years as a Media
Technician or other level (B22) class with the Judicial Council of California or two (2) years of
experience performing the duties of a class comparable in the level of responsibility to that of a
Media/Telecom Specialist or three (3) years as a Media Technician in a California Superior Court or
California state-level government entity and a) completion of training courses on topics related to
effective supervision within 6 months of promotion; or b) one year of previous supervisory
experience.
Desirable Qualifications:
Knowledge of:
- Principles and concepts of electronic video and audio signals, and the equipment and tools used to measure, calibrate, and otherwise use them effectively.
- Principles of videoconferencing, audio-conferencing, and web-conferencing /live-streaming.
- Techniques for maintenance and troubleshooting of video, audio, and AV equipment.
- Standard AV systems and interfaces in hotel and conference center environments
- Basic computer presentation software and computer functions.
Experienced in:
- Supervision, staff motivation and mentoring.
- Advanced time management skills.
- Advanced organizational skills.
- Advanced customer service sensibility.
- Diplomacy, and organizational politics.
- Ability to pro-actively coordinate a high volume of day-to-day responsibilities and assignments, while also troubleshooting emerging issues with an appropriate sense of urgency.
