Context:
In a complex and uncertain world, the useful application of data for evidence-based policy and action is needed now more than ever. Whether it be helping displaced people find durable solutions in the face of climate change, to analysis that allows better forecasting of migration trends and preparedness—managing human mobility to contribute to sustainable development requires a data-driven approach.
The International Organization for Migration (IOM) has an abundance of information about human mobility: With offices in almost every country, IOM is trusted by its Member States for deep domain knowledge and field expertise. IOM has strategic partnerships with other United Nations (UN) agencies and stakeholders in the UN Migration Network. It works directly with a wide range of beneficiaries and enjoys a place at the forefront of data protection efforts within the UN system.
The establishment of the Global Data Institute (GDI) provides clear strategic direction for IOM in pursuing its Migration Data Strategy, through harnessing the power of its data for operations, making meaning of global migration patterns, and informing foresight, while capitalizing on synergies between its two data initiatives, the Displacement Tracking Matrix (DTM) and the Global Migration Data Analysis Center (GMDAC), and collaborating with a network of regional data specialists.
This position plays a crucial role in advancing GDI’s objectives in expanding further its resource mobilization efforts, strengthening key partnership building, and enhancing strategic data coordination in the western hemisphere, while recognizing the pivotal role of continental America as a major hub for global human mobility.
Under the overall supervision of the Deputy Director General for Operations in Headquarters (HQ), the direct supervision of the Director Global Data Institute in Berlin, Germany and administrative supervision of the Chief of Mission in Washington, D.C., USA.
Core Functions / Responsibilities:
1. Strategic enhancement of coordination, support, and systems integrations for GDI data operations.
- Lead the development and implementation of comprehensive continental initiative to enable the upscaling and consolidating of existing datasets and information sources that inform operations, deepen insight, and inform anticipatory action for governments and other stakeholders.
- Lead the design and implementation of continental data platform to inform operation, programming, and policy development.
- Lead the coordination of IOM Data for Solutions roadmap implementation in support the Secretary General’s Action Agenda on Internal Displacement, including in the production of an annual PROGRESS report series on solutions.
- Explore, advice, and implement new data initiatives contributing to GDI’s strategic direction of Data for Action, Data for Insight, and Data for Foresight.
- Advise DTM and GMDAC on capacity development initiatives in building data fluency across organizations and with partners.
- Represent the organization at international and regional meetings and inter-agency activities.
2. Expansion of GDI resource mobilization activities with existing and new potential partners.
- Develop, advice, and lead the comprehensive resource mobilization and engagement strategy for US-based partners to support GDI (DTM and GMDAC) global activities.
- Lead and deliver regular briefings on GDI initiatives and progress to US-based counterparts.
- Establish and expand capacity of GDI hub in DC.
- Ensure maximum exposure and visibility of GDI’s global outputs and impacts to US-based partners.
- Enhance GDI and the organization’s effectiveness in resource mobilization efforts by identifying potential new donors and developing relevant new projects in line with GDI and IOM mandates and strategy.
3. Strengthening strategic partnerships with private sector, academia, and other key partners.
- Broaden strategic engagement with data teams from US-based government counterparts to explore potential technical collaborations in line with GDI strategy.
- Lead the strategic engagement with key university partners and seek opportunity to continue expanding GDI academic partnership, including in data science, data ethics and data responsibility, as well as data systems.
- In collaboration with ICT, advise, liaise, and engage with key technology partners from private sector to advance IOM and GDI public-private sector partnership on data and technology.
- Ensure close working relationships with key stakeholders to leverage the use of IOM and GDI data and analysis to support their work and programmes.
4. Performs any other duties required to meet the overall Global Data Institute’s as well as organization-wide mandates, goals, and objectives, including participating in the overall management of organization-wide and division-wide activities, such as serving as a member of groups as assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Information Technology, Mathematics, Statistics, Engineering or a related field from an accredited academic institution with twelve years of relevant professional experience; or,
- University degree in the above fields with fifteen years of relevant professional experience.
Experience
- Extensive experience coordinating global teams working with senior management, regional and country stakeholders, and data science, data analytics, information management, or related area to deliver actionable data required;
- Extensive experience in setting up, implementing, and managing data operations, including in large-scale emergency response and crisis context, at country, regional, and global levels required;
- Extensive experience in mobilizing large scale resources and funding for data activities at country, regional, and global levels required;
- Extensive experience in development of large-scale integrated data and information system required;
- Extensive experience in applying technological innovations into large scale deployment of data and information system and tools required.
Skills
- In-depth knowledge on large scale data collection and management operations required;
- In-depth knowledge on leading inter-agency or multi-stakeholder coordination mechanism desirable;
- Knowledge of UN and bilateral donor programming required;
- Knowledge of system infrastructure and technical development for data and information system required.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of another UN language is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
