Organizational Background
The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.
Organizational Setting
This position is located in the Global Communications Infrastructure (GCI) and Network Operations Unit, Operations Section, International Data Centre Division (IDC).
Reporting Lines
Under the supervision of the Head, GCI and Network Operations Unit, to:
Duties and Responsibilities
Oversee the day-to-day operations of the Internal and Global Communications Networks;
Coordinate the programme activities and communications with contractors on matters including Network Management Systems (NMS), invoice validation and the preparation of all types of reports and reviews related thereto.
Act as the liaison point for the programme activities and communications with the International Monitoring Systems Division (IMS) in relation to modifications to the IP Addressing Plan for IMS sites as well as with other sections within the IDC on matters such as outage notification and analysis configuration changes.
Develop and/or audit procedures for the operation and maintenance of the GCI network.
Develop metrics and reports assessing the quality of the GCI network and of the organization and management thereof.
Prepare and give presentations to delegations and States Signatories as well as technical training classes.
Measure, evaluate and report on operation and maintenance quality metrics.
Perform other duties as assigned.
Education
University degree in computer science, electronics or telecommunications engineering or a related field.
Work Experience and Qualifications
At least five years of relevant working experience with network design, data communication protocols and in the procurement, installation and operation of communications equipment, preferably including Cisco routers and switches, VSAT satellite communications equipment, TCP/IP and Ethernet.
Experience with monitoring network performance is essential
Proficiency in the advanced use of MS Office Tools and Linux OS are essential.
At least one current relevant industry standard certifications such as CCNP Routing and Switching, CCNP Service Provider, or Sciencelogic Certified professional is desirable.
Languages
Excellent written and oral communication skills in English are essential;
Knowledge of other official CTBTO languages is desirable.

Remuneration:
CTBTO offers an attractive compensation and benefits package in accordance with the policies of the International Civil Service Commission. The salary offered may be subject to deductions to the United Nations Joint Staff Pension Fund and/or Health Insurance Scheme.
