As the Contract Management Specialist, you will provide support to a division that is responsible for managing access to: City road and utility rights-of-way, via access applications from shallow utility providers, and municipal assets for the installation of wireless equipment. This role involves contract oversight to support The City’s experts, as well as wireless service providers, in successfully navigating the various milestones of The City’s Wireless Infrastructure Deployment process. Primary duties include:

Prepare site licences and definitive agreements for execution.

Manage file creation and maintenance.

Track and report on performance measures and service level targets.

Manage all wireless infrastructure deployment inquiries. This includes responding to inquiries from customers, managing the workflow within The City, tracking responses, and fielding questions.

Facilitate the continuous improvement of systems, processes, standards and guidelines in collaboration with a cross-departmental team of experts and in consultation with customers.

Monitor, research, and benchmark market rates.

Monitor and support communications activities.

Respond to 311 service requests.

Host regular meetings that drive project success, identify roadblocks.

Qualify and orient wireless service providers and their authorized agents.

Facilitate meetings including collaboration table meetings with wireless service providers.

In consultation with the Law Department and multiple business units, track and manage the terms and conditions of wireless infrastructure definitive agreements and site licences.

Support all aspects of contract negotiations.

Monitor, mitigate and report on risks.

Qualifications

A High School Diploma or equivalency (e.g. G.E.D.) with at least 3 years of related experience; OR a completed 2-year diploma in Business or a related field and at least 1 year related experience.

Intermediate skills in Microsoft Office, particularly Excel.

Understanding of The City’s Wireless Infrastructure Deployment (WID) program and Antennae Siting Protocols will be considered an asset.

Project Management or Site Acquisition experience, preferably in the telecom/wireless industry is considered an asset.

Candidates must have a proven track record in areas of project management, the ability to accurately forecast deliverables, maintain database information fields, and understand the impact of the job on the overall business will be critical to this position.

Must have the ability to identify impediments, clearly describe the situation, and provide options and solutions which result in the best business decision for The City of Calgary.

Experience working in the telecommunications industry on the above related duties will be considered an asset.

Familiarity with cellular leases and other contract documents and the amendment of those agreements will be considered an asset.

Must possess strong oral and written communication skills.

Success in this position requires excellent conflict resolution and interpersonal skills, and a proven ability to assume responsibility for planning and organizing priorities to meet performance measures and service level targets.

Compensation: Pay Grade 10 $38.14 – 50.98 per hour

Days of Work: This position works a 5 day

work week with 1 day off in a 3 week cycle.

Hours of work: Standard 35 hour work week
