The Portfolio:

Reporting to the Manager of Engineering, the Corridor Management Technician is responsible for

providing direct support to the Senior Transportation Engineering Technologist as it relates to the

planning, designing and maintenance of the Town’s transportation systems and various types of

infrastructure under the authority of the Public Works department. The Corridor Management

Technician is responsible for reviewing and processing right-of-way permit applications, including

road occupancy, construction encroachment, oversize loads and special events. The Corridor

Management Technician will review engineering related technical documents and use various

engineering related software and databases to assist with the preparation and review of reports.

The Candidate:

As a candidate for this position, you have achieved a post-secondary diploma in Civil Engineering

or Transportation Technology. You are a member with the Ontario Association of Civil

Engineering Technologists and Technicians (OACETT) with a Certified Technician (C. Tech)

designation. You have one (1) year of experience related to the duties and responsibilities of the

position and a working knowledge of relevant statutes, regulations, policy statements, processes,

by-laws and best practices applicable to water and wastewater, engineering, roads and

transportation. You possess strong time management skills and have the ability to work

independently and effectively with others as part of a team. Additional related courses in the

transportation engineering field is considered an asset.

Working for the Town of Grimsby:

The Town of Grimsby offers candidates for this position a competitive employment package that

includes an hourly wage between $35.47 and $43.15 (2023 rates) and a comprehensive benefits

plan. This is a temporary full-time position working 35 hours per week for two (2) years.

Corridor Management Technician

Public Works Department

Duties and Responsibilities:

1. Municipal Permits (70%)

1.1 Applies engineering principles, technical knowledge and skills with respect to the

administration of permit program for municipal consent for works within the Town’s

existing road right of ways. Permits may include

a) Utility consent applications (broadband internet, cable TV, telecommunications,

natural gas, electrical, etc.).

b) Installation of new municipal services (water services, sewer laterals, etc.).

c) New driveway entrances.

d) Temporary road occupancies.

e) Heavy vehicles/loads.

1.2 Reviews various civil engineering related technical documents (e.g. drawings,

specifications, cost estimates, agreements, etc.) while ensuring compliance with

Town standards, policies and by-laws and industry standards and best practices.

1.3 Performs various field operations (e.g. inspections, investigations, topographic

surveys, data collections, etc.) and provides analysis towards safety and performance

in relation to Town standards, policies and by-laws and industry standards and best

practices.

1.4 Attends site meetings with consultants, contractors, utilities and members of the public

to communicate issues, work progress, etc.

1.5 Assists the Senior Transportation Engineering Technologist with the review of change

orders, payment certificates, invoices, etc. and makes recommendations to their

supervisor regarding the payment.

1.6 Prepare work orders relating to municipal infrastructure (e.g. bridges, culverts, road

surfaces, drainage outlets, etc.) for assignment to the Operations Division and provide

technical guidance and direction as may be required.

1.7 Uses various civil engineering related software and databases, providing data entry,

manipulation and analysis.

1.8 Prepares drawings, pictures, maps, charts, spreadsheets and various types of

presentation materials using Microsoft Office Suite products, AutoCAD and ArcGIS.

1.9 Receives and answers technical and policy related inquiries and/or liaises with

Council, the public, developers, contractors, consultants, utilities, municipal and other

government agencies.

2. Transportation and Road Safety (25%)

2.1 Assists the Senior Transportation Engineering Technologist with the review and

preparation of various transportation engineering related technical documents (e.g.

reports, drawings, specifications, cost estimates, agreements, requests for proposal,

etc.) while ensuring compliance with Town standards, policies and by-laws and

industry standards and best practices.

2.2 Performs various transportation related field operations (e.g. inspections,

investigations, technical surveys, data collection, etc.) and provides analysis towards

safety and performance in relation to Town standards, policies and by-laws and

industry standards and best practices.

2.3 Prepare work orders relating to transportation assets (e.g. signs, paint marking, safety

devices, etc.) for assignment to the Operations Division and provide technical

guidance and direction as may be required.

2.4 Uses various transportation engineering related software and databases, providing

data entry, manipulation and analysis.

2.5 Assists the Senior Transportation Engineering Technologist with preparation for

Public Works Advisory Committee (PWAC), including reviewing agendas and

preparing reports.

3. Other (5%)

3.1 Works in a safe manner in accordance with the Occupational Health and Safety Act

associated regulations, other applicable legislation, Town by-laws, policies,

procedures and guidelines.

3.2 Other related duties, as assigned.

The successful candidate will possess the following:

Education

Post-secondary diploma in Civil Engineering or Transportation Technology.

Related courses in the Transportation engineering field is considered an asset

License, Registration and Training

Membership with the Ontario Association of Civil Engineering Technologists and

Technicians (OACETT), with a Certified Technician (C. Tech.) designation.

Valid and unrestricted Class “G” driver’s license with access to reliable transportation and

be able to travel to various work locations across the Town.

Experience

One (1) year of experience related to the duties and responsibilities listed above.

Knowledge/Skills/Abilities

Working knowledge of relevant statutes, regulations, policy statements, processes, by-

laws, and best practices applicable to water and wastewater, engineering, roads and

transportation.

Understanding of planning, designing, maintenance and general administration of

transportation systems including related studies such as Traffic Impact and Parking

studies.

Demonstrated experience with transportation modeling software and principles

Knowledge of occupational hazards pertaining to public works maintenance, engineering

and construction work and of effective safety control and precautionary methods.

Analyze and solve complex problems, recommend innovative and practical solutions, and

mediate conflicting interests.

Demonstrate ethical conduct, political sensitivity, discretion, integrity, and reliability.

Listen, engage and interact skillfully and professionally with customers, developers,

stakeholders and the public.

Proficient with Microsoft Office Suite (Word, Outlook, Excel, Access, etc.).

Good understanding of construction documents, drawings, and specifications.

Good organizational skills.

Ability to work independently and effectively with others as part of a team.

Ability to handle competing time constraints, priorities and deadlines.

Good written and verbal communication and interpersonal skills.

A combination of education, training, and experience may be considered.
