Context:

The Border & Identity Solutions (BIS) Unit, within the Immigration and Border Governance (IBG) Division at IOM-HQ level manages the development and implementation of MIDAS, the

IOM-developed Border Management Information System (BMIS) worldwide, in order to assist IOM’s Member states to meet the current complex migration and border management challenges, contributing to orderly and regular management of borders and regulate migration.

MIDAS is currently installed in 28 countries (with potential 10 more countries in the pipeline), and it allows States to collect, process, store and analyse traveller information collected at the border and share them in real time across the entire border crossing points network, including Immigrations’ Headquarters. MIDAS enables migration authorities to easily monitor travellers entering and exiting the national territory by land, air, and sea border crossing points. It also provides a sound statistical basis of migration and mobility data, to ultimately support evidence-based policies in the field of cross border mobility, migration, trade, and health, as well as inform related regional priority-setting.

To eliminate any risks of duplications, as well as mainstreaming the border control processes at Border Control Post and HQ levels, MIDAS has been developed to be interoperable with other BMISs, including the Personal Identification Secure Comparison Evaluation System (PISCES), as well as with international and/or national databases such as INTERPOL’s alert lists. Additionally, IOM and United Nations Office of Counter-Terrorism (UNOCT) have signed an Agreement concerning the United Nations Counter Terrorism Travel Programme (CTTP), which includes the interoperability between MIDAS and goTravel.

Upon request from countries using both MIDAS and other systems such as PISCES, INTERPOL’s i-24/7 and/or goTravel, MIDAS is capable of exchanging traveller data to allow for data consolidation or querying to enhance border management and security.

Considering the expansion of MIDAS worldwide, and the need to further enhance beneficiary countries’ border management capacities, IOM is recruiting a database expert based in IOM’s Headquarters in Geneva to support the interoperability between MIDAS and the above-mentioned systems.

The Database Officer (MIDAS) will work under the overall supervision of the Senior Border and Identity Solutions Specialist and direct supervision of the Identity and Border Management Officer and based in Geneva.

Core Functions / Responsibilities:

  1. Contribute to the development of relevant solutions to facilitate the MIDAS-PISCESinteroperability for requesting Member States, including relevant testing and participation in coordination meetings with the Counter Terrorism Bureau of the United States Department of State.
  2. Contribute to the development of relevant solutions to facilitate the MIDAS-goTravelinteroperability for requesting Member States, including testing and participation in coordination meetings with UNOCT.
  3. Contribute to the successful interoperability and testing of MIDAS with Advance PassengerInformation System (APIS), Fixed INTERPOL Network Database (FIND), Mobile INTERPOL Network Database (MIND), as well as other databases as requested.
  4. Analyse existing MIDAS built-in reports and develop new views and stored procedures to enhance MIDAS data visualization and reporting tools.
  5. Develop and implement MIDAS archiving system, including the development of an archiving strategy to optimize servers’ hard drive space.
  6. Develop MIDAS Data Exchange Services “Old files” cleaning procedures to optimize MIDAS servers’ hard drive space management and ensure their implementation in countries using MIDAS.
  7. Review existing scripts and tables’ structures and provide optimized version to enhance insert and update queries.
  8. Prepare, deliver and evaluate MIDAS Data Exchange Services trainings to requesting country Offices and Governments (including hardship locations) as required, using the MIDAS HQ training packages and guidelines.
  9. Provide remote and/or on-site support to government counterparts and Country Offices’ MIDAS ICT focal points during MIDAS roll-out at targeted BCPs and Immigration’s Headquarters, including (but not limited to) relevant data management, data back-up, database upgrades and monitoring.
  10. Provide remote and onsite technical support and capacity building to requesting CountryOffices and Governments (including hardship locations) in countries in which MIDAS is or will be installed, to facilitate its sustainability, including support concerning relevant interoperability with PISCES, INTERPOL’s databases, APIS (including goTravel), national databases, etc.
  11. Provide remote and/or on-site MIDAS troubleshooting support while ensuring knowledge transfer to government counterparts and Country Offices’ MIDAS ICT focal points through regular mentoring sessions.
  12. Support MIDAS software development on specific modules as assigned by the supervisor.
  13. Keep an updated record (Note for File) on the assistance requested by and provided to country Offices and government counterparts.
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Information Systems, Computer Science, Mathematics, Business Administration, or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in relational database management and administration, especially in Microsoft SQL Server 2014 and higher, is compulsory;
  • Experience working with border management information systems will be an advantage;
  • Experience in the implementation and administration of Microsoft Windows Server OS2012/2016 and higher;
  • Experience in object-oriented programming on .Net framework using Visual Studio IDE and C#;
  • Experience in capacity-building initiatives and training delivery on software’s use and/or installation, including briefs and presentations for senior management.

Skills

  • Close familiarity with Microsoft SQL Server and similar IT system products;
  • Close familiarity with border management and migration-related subjects;
  • Solid technical documentation writing skills for system analysis and design, including drafting user manuals;
  • Capacity to anticipate and prepare responses to changing IT needs.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Spanish or French is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
