Job Description Summary:

The Director of Network and Telecommunications Engineering is responsible for providing strategic and tactical leadership in the areas of Data Networking, Telecommunications, Unified Communications, Network Security (including firewall management), and Information Technology Infrastructure Library (ITIL) Processes. The director will work within an IT as a Business (ITaaB) model wherein the establishment and maintenance of core IT business processes will be a primary responsibility.
The Director is responsible for the overall implementation of the strategic roadmap for the Network and Telecom areas, along with tactical day to day support, network maintenance, and fulfilling business requests. The Director is also responsible for providing guidance and direction to their team and ensuring the utilization of best practices.

Job Description:

Description of Duties and Tasks

Essential duties and responsibilities include the following. Other duties may be assigned.

  • Establishes processes, methodologies and service-level agreements for streamlining the operations of the Network and Telecom Engineering team.
  • Supervises, trains, coaches, directs, coordinates, and disciplines personnel while adhering to organizational human resource policies and procedures as well as related employment laws.
  • Recommends hire and termination for positions supervised.
  • Assists in developing the Strategic Roadmap for Computer Systems.
  • Executes the roadmap and strategic vision for Network and Telecom as agreed upon by the Associate Vice Chancellor of Infrastructure & Operations (AVC of I&O) and the CIO.
  • Sets high-level priorities and direction for teams supervised.
  • Creates synergy among supervised team, between within IT and with external teams and partners.
  • Communicates and presents to College leadership the capabilities, vision, direction, and strategy of Network/Telecom Engineering.
  • Aligns with Enterprise Architecture to ensure Network/Telecom Engineering strategy and vision is consistent with the overall strategy and vision for IT.
  • Determines annual requirements for environment enhancements and team development including: hardware, software, licensing, training, renewals, maintenance, staffing, and other project needs.
  • Provides high level costs/analysis on complex requirements and provides recommendations.
  • Presents leadership with status updates and progress reports for ongoing initiatives.
  • Provides extensive knowledge and expertise in the practices of Data Networks, Telecom, Unified Communication, Collaboration, Contact Center, Video and Disaster Recovery.
  • Maintains the infrastructure environment such that solution perform in a highly-available, robust, efficient, and effective manner.
  • Works with Systems Engineering and Technical Support Services to define common, integrated solutions for Infrastructure.

Knowledge/ Skills

  • Extensive knowledge and competency with modern networking and systems tools including multi-vendor Routers, Switches, Firewalls, Telecom Switches, Contact Center Systems, Unified Communications and Collaboration tools from various vendors including Cisco, Microsoft, and Zoom.
  • High level of knowledge and competency in Infrastructure as a Service and connectivity with public cloud networks.
  • Knowledge of the principles of networks and telecom.
  • Knowledge of the principles of security and access management.
  • Knowledge of ITIL, Project Management, and ITSM.
  • Maintaining an established work schedule.
  • Effectively using interpersonal and communications skills including tact and diplomacy.
  • Effectively using organizational and planning skills with attention to detail and follow-through.
  • Creating roadmaps, high level plans, Gantt charts, and strategy documents.
  • Ability to precisely follow and execute strategy and vision.
  • Maintaining confidentiality of work-related information and materials.
  • Establishing and maintaining effective working relationships

Required Work Experience

  • 5 years related work experience including managerial/strategic experience

Preferred Work Experience

  • Experience in Budgeting.
  • Experience in Network Engineering, Data Centers, Voice/Telecom Engineering, Firewalls and Security, and/or Wireless Systems.
  • Experience with ITIL and ITSM systems.
  • Experience in Project Management.
  • Accustomed to fast-paced environments with simultaneous, high-priority tasks.

Required Education

  • Bachelor’s degree in Information Technology or related field

Preferred Education

  • Bachelor’s degree in Information Technology or related field
  • ITIL Foundation Certification or higher

Special Requirements

  • Must have a valid driver’s license

Physical Requirements

  • Work is performed in a standard office or similar environment.
  • Subject to standing, walking, sitting, bending, reaching, pushing, and pulling.
  • Occasional lifting of objects up to 10 pounds.

  • Supervise safe operation of unit. Facilitate safety inspections. Take reasonable and prudent actions to eliminate identified hazards. Ensure employees receive appropriate safety training and foster a workplace safety culture.

Salary Range

$116,545 – $145,681
