General Summary

The Director of Financial Services, reporting to the Vice President of Administration, provides leadership and direction in college-wide financial operations, including recommendations of policy and procedure development and implementation. The Director is responsible for overall leadership and management of the following function: general accounting, accounts payable, accounts receivable, cashiering, student financials, internal control & compliance, and general financial operation. The Director will directly supervise the following positions: Accounting Manager, Principal Accountant, and Cashier (Fiscal) Services Manager.
This position be eligible for some remote/teleworking.
This position is an exempt, at-will full-time position..

Essential Tasks
Reporting to the Vice President of Administrative Services, this position will:
Leadership and Policy Development:
- Provide leadership, direction, and guidance on financial policy development and long-term planning to ensure effective allocation and use of the College financial resources;
- Recommend and develop financial models and analysis to assist administration in making sound fiscal decisions, ensuring the College’s continuing ability to respond to the needs of the community;
- Provide financial reports and analysis to the Vice President and others as requests; Ensure College compliance with all applicable statues, regulations, internal controls, and fiscal policies and procedures by reviewing all new and existing programs and grants and establishing necessary policy and procedures;
- Provide leadership and direction on college-wide initiative and committees; Participate on committees and commissions at the state level (Budget, Accounting, & Reporting Council).
Management and Operations Administration:
- Administer the planning, development, and implementation of budget, accounting, reporting and purchasing procedures for all funds and departments to ensure compliance with state and federal laws, and local policy governing the use of these funds;
- Review, process, and approve business and financial transactions/documents per Highline College policies/procedures, OFM, Federal/State rules and regulations;
- Assure effective treasury operations and banking relationships that provide cost effective services and support prudent cash management activities that generate positive financial returns;
- Provide guidance, direction, and training to campus departments on finance and operating policies and procedures to enhance college effectiveness and customer service;
- Prepare the annual GASB 34 compliant enterprise level financial statements and accompanying notes;
- Perform and assist with compliance and performance audits to ensure the College compliance with all OFM and Federal/State rules and regulations;
- Serve as liaison to State Auditor’s Office and State Board on accounting and financial functions;
- Provide cross department administration and direction in integrated financial system including: financial aid, enrollment, registration, payroll, and capital projects.
Supervision and Team Development:
- Supervise the work of the Financial Services Division to ensure accurate and prompt services are provided and delivered to students and employees of the college;
- Develop individual skills and knowledge through training, coaching, support of performance initiatives, and evaluation;
- Direct the development and productivity of the Financial Services team by providing leadership in clearly communicating and focusing on the vision, mission and goals of the Financial Services Office;
- Develop Financial Services team sensitivity to and understanding of the values of diversity of the College staff and students;
- Foster partnerships with other leaders and staff throughout the College; Train and advise staff on college-wide fiscal matters.
Other:
- Lead the Financial Services in the implementation & normalization of ctcLink Project;
- Documenting existing/newly developed business processes to create training programs for ctcLink;
- Maintain knowledge and understanding of budget, accounting, and purchasing systems for the purposes of analyzing complex financial models, report development and generation, budget comparisons, budget development and monitoring;
- Represent the Vice President for Administration when requested; Communicate and distribute information to the campus community.

Knowledge of:
- Federal and state regulations governing accounting, reporting, grants and budgets within higher education.

- Provide effective leadership to department staff and campus community;
- Interpret, apply, and effectively communicate regulations, laws, policies, and procedures; Complete and organize tasks and meet deadlines independently;
- Resolve problems and perform complex financial tasks;
- Maintain the highest standards of professional and ethical conduct.
Qualifications
MINIMUM QUALIFICATIONS:

Bachelor’s in Business Administration in finance, accounting or related field AND four (4) years progressive management experience in a financial, accounting or closely related field; OR
- Master’s Degree in finance, accounting, business administration, or related field and two (2) years of progressive management experience in a financial, accounting, or closely related field; OR
- CPA AND two (2) years of progressive management experience in a financial, accounting or closely related field.
DESIRABLE QUALIFICATIONS:
- Work experience and knowledge of ctcLink system as it relates to finance processes within the Washington State higher-education system.

Conditions of Employment
Highline College does require COVID-19 vaccinations for all students, staff and faculty –– with waivers for specific exemptions –– for those who physically attend courses, operations, or other in-person activities.
