The New York City Housing Authority Information Technology (NYCHA IT) department is seeking a motivated, talented, and seasoned leader to serve as the Director of Network and Telecommunications. This individual should have a solid understanding of core network architecture and familiarity with industry best practices for routing and switching design within a large complex network. In collaboration with Application and Infrastructure teams, the Director of Network and Telecommunications will drive the development and execution of an enterprise-wide network strategy.

The size of NYCHA’s public-facing Internet and supporting environments have grown considerably and will continue to increase significantly in size and complexity. NYCHA is actively introducing new application and communication technologies as well as incorporating cloud-based solutions into the NYCHA network environment.

The Director of Network and Telecommunications will report to the Vice President of Infrastructure and Operations and is a key member of the IT leadership team. This role contributes to the development and execution of the enterprise-wide IT strategy and is responsible for ensuring the network supporting NYCHA remains scalable, sustainable, and secure, and fully aligned and positioned to maximize the success of our business and IT enterprise initiatives.

Responsibilities include, but are not limited to the following:

  • Drive all network modernization efforts and provide leadership from analysis through strategy development and implementation.
  • Develop and implement plans to reduce technical debt and introduce innovative, differentiating capabilities and tools that enhance our overall network management capabilities. Automate processes wherever possible and enhance employee productivity.
  • Provide direction on what emerging technologies should be incorporated into network and telecommunication products and services to successfully deliver overall technology strategy.
  • Champion involvement in the IT department’s innovation efforts and its role in experimenting with new solutions to take advantage of business opportunities.
  • Develop the maturity of infrastructure to improve efficiency, deliver new innovations, and increase collaboration with other business areas.
  • Identify a sourcing strategy for services that maximizes return on investment and value. Provide executive oversight for strategic vendor and partner relationship management.
  • Work closely with the CISO in establishing appropriate and secure network topology and practices. Address identified vulnerabilities in a timely manner and ensure teams embrace and apply security strategy and policies.
  • Work with IT senior leadership team on the service portfolio and governance required to prioritize resources.
  • Lead and direct the work and career development of all SMEs that are part of the team, including recruitment of new talent to join the Network and Telecom organization.

NOTE: Due to the existence of a civil service list, candidates must have permanent civil service status in the title of Computer Systems Manager to be considered.

Minimum Qual Requirements

1. A master’s degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or

2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in “1” above; or

3. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in “1” above; or

4. A satisfactory combination of education and experience equivalent to “1”, “2” or “3” above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in “1” above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in “1” above.

In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in “1” above.

Preferred Skills

  • Bachelor’s degree in a related IT field, such as IT management or information systems, computer science, software or computer engineering, systems engineering, industrial/organizational engineering, etc. or equivalent work experience.
  • Expertise and experience in managing a dynamic and complex call center.
  • Expertise and experience in managing a network operations center.
  • Proven experience or demonstrated capability in leading IT transformational initiatives in complex and dynamic environments.
  • Exceptional leadership skills with the ability to develop and communicate service-oriented vision that inspires and motivates staff and aligns to the IT and business strategy of the organization and its customers.
  • Strong business acumen, including industry, domain-specific knowledge of the enterprise and its business units.
  • Demonstrated ability to develop and execute a strategic people plan that ensures that the right people are in the right roles at the right time and that employees are highly engaged and satisfied.
  • Demonstrated ability to serve on IT planning and policymaking committees as appropriate to drive the development of technology standards, governance processes and performance metrics.
