SUMMARY:

The Director of Planning and Engineering will be responsible for strategic planning, and efficient, high-quality GPON FTTH route designs through Middle Tennessee based on a $100+ million budget. This position will be responsible for ensuring all work is completed in accordance with construction standards, processes, and procedures.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Duties include the following, but other duties be assigned as required.

• Develop and implement, jointly with other leadership, a strategic vision for the Next-Gen PON & GPON FTTH deployment and provide the leadership and subject matter expertise to assure the consistent execution of this vision
• Manage OSP planning team and contracted engineers in delivering OSP network designs, splice documents, and special project designs on time and within a $50-$100 million capital budget
• Produce a rolling 24 months of viable planning projects for capital funding
• Estimate network construction costs, prepare budgets, and track expenses
• Work with Sales to provide OSP design and costing for small and large enterprise opportunities
• Responsible for all fiber and copper plant records within a GIS Fiber Management System
• Drive to meet or exceed deadlines and cost projections
• Support business objectives through operational procedures to improve process and accuracy, compliance with regulations, and ensure accurate reporting
• Remain current on best practices and trends relevant to Fiber/Network construction and design technologies
• Support existing projects and provide guidance as needed
• Maintain strategic relationships with internal departments such as OSP Construction, Network Operations, and Wireless Operations
• Good understanding of telecom network topology and customer connectivity.
• Knowledge of GIS mapping software products including ESRI ArcGIS, Enterprise, Autodesk AutoCAD Map 3D.
• Understanding of out of the box software tools that work with GIS software, for example, fiber management software add-on/extension.
• Define and communicate annual goals and ensure changes and updates are communicated in a timely manner
• Drive the development of consistent execution of operationally efficient and effective processes

JOB QUALIFICATION AND REQUIREMENTS:

Education, Experience, Skills, and Licenses/Certificates:

• 10+ years of combined telecommunications OSP infrastructure design and construction, including management of multi-layered teams.
• 10+ years of management preferred
• BS/BA degree in the applicable study supporting job requirements preferred
• Professional Engineering Certification
• Valid driver s license and acceptable driving record

Knowledge and Personal Qualifications:

• Technology experience implementing and improving systems and processes for the management of construction operations
• FTTH GPON design experience
• Experience with 6 Sigma, Lean, or other process improvement methodologies a plus
• Successful track record in managing FTTH telecommunication projects
• Expert knowledge of fiber management and splicing standards
• Strong problem-analysis and problem-resolution skills
• Strong leadership and interpersonal skills along with a strong work ethic and the ability to work well under pressure and/or within tight deadlines
• Experience with Federal and State Grants
• Able to effectively handle multiple priorities with strong attention to detail in a fast-paced environment
