The Director of Portfolio Management will be responsible for the coordination and completion of projects across various functional areas. Deliverables include developing a process for intake of project requests, discovery, prioritization, governance, managing capacity/demand, and status report outs for Enterprise Care & Value within the Medical Management Team.
The position provides support to the Leadership team, team management, and team members through process analysis and improvements. Works on a wide range of activities related to department including the development of tools for strategic planning, analysis and development of action plans and project plans. The person will have oversight of the team comprised of clinical program consultant roles responsible for serving as project leads supporting short and long term operational / strategic business activities; develop, enhance and maintain operational information and models that will have an impact on business decisions. Responsible for implementation of projects and programs within EC&V. Ensure coordination of all aspects of project teams; approvals/governance, requirements, process documentation, communication, training, technology, and post-implementation success metric tracking/measures. Program implementation, change management, workflow development, process improvement methodologies, monitor/track metrics & trends in partnership with BA support

Primary Responsibilities:
Provide subject matter expertise in project scope definition, risk identification, project methodology, resource allocation, facilitation, and other areas of expertise
Present to executive leadership & management on project updates, project cycle, and expected results
Ensure on time project completion within scope across multiple program channels
Builds relationships, with the ability to influence effectively within the department
Works independently and takes initiative, under the direction of department leaders and with the support of program management community of practice
Works through issues and roadblocks with internal and external stakeholders to reach amicable solutions that balance the needs of all parties
Collaborates with project managers, program managers, business analysts, training teams, and other stakeholders to ensure inputs, processes and outputs are captured and maintained for effective implementation
Professionally develops subordinate staff through effective identification and utilization of internal and external training opportunities. Conducts annual performance reviews and identifies high potential performers for succession planning purposes
Utilizes process improvement methodologies to develop cases for improvements
Provides expertise and assists in the development and execution of project deliverables and timelines related to implementation activities
Works with key members of other departments to facilitate internal and external processes
Attends required meetings and participates in committees as requested
Resolves work problems to ensure quality customer service is delivered
Provides oversight for coordination of project activity to drive delivery; prepares draft agendas for review; issues agendas with appropriate backup materials; takes minutes, and provides follow-up correspondence
Attends educational offerings to keep abreast of change and comply with position requirements
Continually works to understand the complexity within functions, across the business, between clinic, market and central services roles supporting patient care, especially as new models are being instituted regularly
Assists in the development of tools to track organizational objectives and short and long-range project or program goals. Monitor current projects and coordinates all team members involved to keep workflow on track
Assists leadership and other related department team members in the implementation of programs or projects, including planning, developing, implementing and evaluating programs and projects, coordinating project activities, collaborating with project team members, and monitoring progress toward achievement and other projects as assigned
Prepares reports, presentations, verbal/written correspondences, policies, communications, procedures and other required documentation as instructed by leadership
Takes projects from concept through full implementation and control. Arrange and manage team goals/project schedules/new information and keeps all material up-to-date. Communicate timeline changes and new information to team; tracks project changes and adjust schedules as needed
Analyzes processes and presents findings to functional leads to develop or improve processes, services and/or programs to support the goals of the enterprise
Manages multiple projects at one time with successful outcomes
Works closely with IT and business partners to identify and maximize opportunities to use information and technology to improve product, service and/or business processes
Serves as a liaison between business and IT to document business and /or technical requirements

Required Qualifications:
Undergraduate degree or at least 7+ years of work experience in lieu of a degree
5+ years of Clinical Analysis, Clinical Operations, or Clinical Case Management experience
3+ years of proven program and/or portfolio management, preferably in healthcare
2+ years of experience using project management software (i.e. Microsoft Project, Smartsheet, Workfront, OPM, etc.)
Experience interacting and reporting to executive leadership
Experience with Staffing Models, Budgets, Workforce management
Experience in mobilizing teams and maintaining motivation to accomplish goals under stringent timelines
End-to-end project and program documentation experience: CBA, project plan, status reports, RACI, business requirements, process flows, communication plan, risk mitigation plan
Solid understanding of project and program management methodology, best practices and tools
Excellent understanding of how scope, resource, budget, quality and time impacts a project and be able to proactively manage them along with identifying risks and managing to a robust risk mitigation plan
Proficiency with Microsoft Office applications to include Word, Excel, Visio, PowerPoint, Outlook, and Teams required. Working knowledge of SharePoint
Preferred Qualifications:
Master’s Degree
Clinical Licensure (Registered Nursing or Social Work)
Lean Six Sigma or PMP Certification or equivalent
Health plan, healthcare or clinic operations experience
Detail-oriented and ability to identify potential risk or problems and find resolution
Ability to influence group relationships with diverse geographic locations, skills and level of understanding of company processes and policy
Ability to identify complex organizational situations with ability with management to anticipate obstacles and plan appropriate approach
Ability to solve business problems, driving changes in workflow, technology and reporting
Ability to influence change and innovation through collaboration and teamwork
Ability to analyze data to determine trends, find problems, report outcomes
Ability to collaborate and coordinate work with other team members.
Ability to excellent written and verbal communication skills
