This position is located in the District of Columbia, Department of Employment Services (DOES). The purpose of the position is to provide technical support and administration to assigned District government agencies. In addition, expertise is required in one of the following business areas: Help Desk Technical Services, Telecommunications Support.
Duties and Responsibilities
Serves as DOES’ senior telecommunications technician on agency wide telecommunications architecture and its end-to-end performance. Works in coordination with District’s DC-NET staff to ensure proper operations of agency’s telecommunications infrastructure. Identifies and defines system requirements, performance and effectiveness measures, and methodologies for describing interface characteristics of telecommunications and related information systems. Serves as authoritative telecommunications technician on communications network architectures supporting voice, data and integrated voice/data network communications switching, transmission, and signaling systems, the Internet, and continuity/contingency communications.
Serves as the central point of contact for all requests for telephone service actions. Manages the processing and delivery of all requests for new services, changes, moves, or telecommunication rearrangements pertaining to local and long-distance telephone services, cellular phones, voicemail, broadband wireless cards, cellular tablets and associated services and equipment.
Maintains records of all Requests for Telecommunication Service (RTS) actions received and routes for review and approval by the Division Manager. Reviews RTS forms for completeness and accuracy before submitting for approval. Completes processing and sends to appropriate OCTO Telecommunications Office for final approval. Maintains records of all RTS transactions sent to vendors. Updates and maintains the District’s Fixed Cost Management System (FCMS) to ensure compliance and continuation of services.
Qualifications & Experience
Specialized Experience: Experience that equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

Salary: $85,209 – $109,023; Based on qualifications and funding

Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
Residency Requirement: Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
