SUMMARY
The Electronics Engineer/Telecommunications Specialist position performs engineering activities in support of the United States Department of Agriculture’s (USDA) Build America, Buy America Act (BABAA).
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.

Serves as the subject matter expert for telecommunications network and outside plant system design & construction.
Provides technical and system design expertise in telecommunications equipment and network design, but not limited to, wireless technology, fiber to the home, fixed wireless, RF technology.
Provides outside plant system design expertise in telecommunications infrastructure but not limited to fiber-to the-premise design, back-haul, distribution, and mid-span cabling.
Checks for incompatibilities between electric power facilities and telecommunications equipment likely to be incorporated in projects sharing physical space or right-of-way.
Evaluates outside plant cable materials and equipment for RUS Standards/Specifications, and Build America, Buy America Act compliance.
Evaluates telecommunications access equipment, data equipment, and soft-switch equipment for compliance with RUS Specifications for materials and equipment as well as Telecommunications Industry Standards and U.S. national standards. Standards include, but are not limited to, ANSI, ASTM, IEEE, NEC, etc.
Makes recommendations for alternative telecommunications network system materials and equipment when the primary item is incompatible or unavailable.
Assists Market Research Specialist with materials and equipment used in telecommunications system design and construction.
Assists Market Research Specialist with creating database of all telecommunications switching equipment, wireless system and outside plant cable system materials and equipment.
Maintains Professional Engineering registration in the Electrical and Computer: Electronics, Controls and Communications specialty.
Remains active in telecommunications engineering, preferably in design work.
Travel may be required, up to 25%.
Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.
Responsible for aiding in own self-development by being available and receptive to all training made available by the company.
Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and co-workers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions as the best of own ability.
Promotes and encourages a culture of compliance with all applicable rules (federal, state, local, Federal Acquisition Regulations, Code of Federal Regulations, Prime Contract requirements, etc.) for themselves and the company as a whole. Fosters an environment in which they will report any violations or reasonably suspected violation of CNI policy, FAR, and/or CFR and are comfortable discussing the myriad compliance, conflict, FAR, CFR, etc. issues that arise during the performance of a government contract.
EDUCATION / EXPERIENCE
Bachelor’s Degree and minimum of three (3) years’ experience in telecommunications network and outside plant design experience.
CERTIFICATES, LICENSES, REGISTRATION
Engineer In Training Registration (PE Preferred)

MATHEMATICAL SKILLS
Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations. Ability to apply mathematical operations such as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.
REASONING ABILITY
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.
