Job Summary

As an Engineer in Networks and Security, the Engineering Systems Specialist is accountable for applying technical knowledge in preparing plans and designs, completing large Engineering projects, providing advice and technical leadership for life-cycle management of the systems and equipment in the area of Networks and Security.

The Engineering Systems Specialist is a fully qualified Engineer with a thorough specialized knowledge of Networks & Security. This knowledge is supplemented with significant experience working with the systems in the field environment through design, installation and life-cycle support, and incorporates a thorough understanding of system interrelationships and operational use.

Job Description

Key Accountabilities:
Provides wide area network technical support for national capital program development and formulation of national strategies to meet operational needs

Develops plans to meet project or site-specific requirements

Prepares detailed plans, telecom network designs, and specifications for the provision and implementation of electronic systems to meet operational, technical and safety requirements

Manages large multi-disciplined projects with dollar values usually less than $500K, but occasionally in the $500K to $1M range

Provides prompt assistance when requested to investigate technical problems with in-service operational systems

Actively promotes a Safety and Quality culture within the Specialty which ultimately will be reflected in the quality of the finished product delivered to the client groups

Education/Occupational Certification:
An Electrical, Mechanical, or Computer Engineering degree from an accredited University

Experience:
Experience with Wide Area Network IPVPN Technologies and working with Telecom providers

Minimum 5 years work experience in the planning, design and implementation of safety or mission critical systems

Extensive experience delivering medium to large scale projects without close supervision

Extensive experience with system documentation and working with clients to gather requirements/design specs

Extensive experience preparing verification procedures

Knowledge:
A solid knowledge and understanding of Telecom products, services and processes

A strong specialized knowledge of the systems and equipment which are the primary responsibility of Networks and Security

A strong knowledge of systems and equipment which are the responsibility of the other Sections (ATM or CNS)

A strong knowledge of theory and principles of engineering science and of the practices in specialized field of engineering

A strong knowledge of Professional engineering standards and practices

A good working knowledge of NAV CANADA travel, procurement and project development processes

A good working knowledge of the NAV CANADA organizational structure and responsibilities

A thorough knowledge and demonstrated skills in project management methodologies, techniques and disciplines for large projects

Abilities:
The ability to apply knowledge and experience to develop new solutions, designs and plans

The ability to systematically analyze and resolve complex problems

Ability to plan, conduct and/or review comprehensive studies, to prepare and/or review reports on specific aspects of unusual problems with existing or proposed operations or facilities

Ability to analyze, investigate, evaluate, make decisions and implement solutions

Ability to write specification, standards, statements of work and general engineering documents

Personal Suitability:
The ability to establish effective working relations with colleagues, associates and officials of government agencies

The ability to identify unusual problems and critical areas that may affect other work and in effectively applying standards, specifications, precedents and resources

The ability to resolve unusual problems that may affect work in other areas, effectively applying precedents and resources, and devising novel methods of using existing engineering knowledge
