ABOUT THE OPPORTUNITY
This is a unique opportunity for a motivated individual to:
1. Plan the network, by forecasting future requirements for fibre and connectivity. Develop strategies for redundant paths, increasing routes with low fibre counts and transitioning limited infrastructure to higher capacities
2. Develop guiding principles and utilization criteria for the network based on use by the Region, Local Municipalities and third-party customers
3. Assess requests for lease of fibre/conduit. Determine if there are sufficient assets to meet request and the optimal route/path
4. Prepare splice plans
WHO WE’RE LOOKING FOR
We are looking for a person with a thorough knowledge of fibre optic networks, including experience in planning fibre networks and preparing splice plans. A positive attitude, excellent interpersonal skills and an ability to work independently are key.
MAJOR RESPONSIBILITIES
Collaborates/works with stakeholders and follows the corporate strategic leadership, planning and direction related to this function.
Assists the Branch by developing and augmenting the principles of the Region’s fibre network strategy.
Communicates the architecture process, its outcome and ongoing results.
Develops fibre operation outlook, by developing and applying the architecture principles, to guide network designs/plans.
Assists in the research, design, modification, and implementation of fibre network architecture based on YorkNet business requirements and the network strategy.
Documents technical architecture design and analysis work.
Identifies gaps in the architecture process and proposes and implements solutions to bridge these gaps.
Analyzes business drivers to determine required business capabilities and corresponding network/technology capabilities.
Analyzes current network environment to detect critical deficiencies and recommends solutions for improvement.
Analyzes technology/network industry and market trends and determines potential impact upon the Region’s network architecture.
Participates in the evaluation and the design of standard configurations.
Analyzes user requirements, generates alternative approaches to network design, and contributes to the design, development, testing, modification, and implementation of systems.
Facilitates technical review meetings with appropriate staff and vendors.
Identifies shortfalls for the Projects Managers to support business improvement initiatives for the Departments.
Participates in formulating strategic initiatives for proactively managing the integrated technology solutions of the Departments to meet business improvement plans.
Assists the management teams in the development of an annual plan for major initiatives that are in line with Capital program and the Region’s strategic direction.
Provides guidance on technology/network project issues; monitors the implementation of technology/network related projects and support work.
Develops business process improvements and relate systems and technology infrastructure; optimizes existing business processes to ensure efficiency and effectiveness.
Prepares reports, policies, guidelines and other correspondence for approval by Management and conducts presentations to meet the Department’s requirements.
Liaises with external agencies and organizations, including Departmental clients, Municipal clients and third party clients.
Responds to inquiries and resolves concerns, as appropriate.
Ensures that services provided meet Regional customer service standards.
Participates on committees, work groups, task forces and special projects, as assigned.
Manages information in accordance with legislation and corporate standards.
Performs other duties as assigned, in accordance with Branch and Department objectives.
QUALIFICATIONS
Successful completion of a Community College Diploma in Network Telecommunications, Computer Science or related field or approved equivalent combination of education and experience.
Minimum five (5) years experience in telecommunications, splicing and planning fibre network.
Thorough knowledge of Fibre Optic Network and technical standards for fibre networks.
Knowledge of ArcGIS mapping tools.
Demonstrated ability in the Region’s leadership/and core competencies.
Intermediate skills in virtual platforms and MS Office Suite including the use of virtual platforms for conducting meetings and/or presentations.
Strong understanding of fibre network Architecture.
Ability to translate business needs into technical architecture requirements.
Ability to estimate financial impact of technical architecture alternatives.
Familiarity with fibre asset management systems.
Strong ability to develop relationships and work in a welcoming and inclusive environment, where diversity is celebrated and where everyone can develop to their full potential.
