Job Detail

The Judicial Council of California is accepting applications for the position of a Fiscal Services Specialist in the Accounts Services – Accounts Payable unit for the Branch Accounting and Procurement (BAP) office.
Under general supervision, the Fiscal Services Specialist independently provides Accounts Payable support for Information Technology and Facilities Services offices that includes, but is not limited to, auditing invoices to ensure compliance with established JCC policies and procedures, creating vouchers for the audited invoices, distributing invoices to the appropriate expense account codes either manually, or liquidating it from an open encumbrance (purchase order or contract). The incumbent will be attaching invoices and relevant supporting documents to the voucher for warrant issuance; creating journal vouchers to correct expenditures, the original invoice, and associated documentation for the correction; providing accounts payable related guidance and assistance to assigned offices. This position will be researching and resolving vendor and payment related issues including other duties as assigned.

The successful candidate will be expected to work in the San Francisco or Sacramento office. Hybrid (in-office/remote) schedule for 2022.
Responsibilities
- FI$Cal- utilities-interface upload.
- Audits utility invoices for proper supporting documentation and accuracy and communicates invoice discrepancies to the approver.
- Reviews and analyzes utility invoice upload sheet for proper account coding and correct spreadsheet format.
- IT invoice processing in FI$Cal.
- Audits invoices for contract and JCC policies and procedures compliance, accuracy, validity, and signatory authority.
- Verifies chart field coding for correctness and ensures availability of funding on the associated contract or purchase order.
- Month-end and year-end activities.
- Follows up with office liaisons on invoices pending their review and approval and ensures all approved invoices are not on hold and are approved by SCO.
- Researches and resolves budget check and matching exception errors.
- Researches and resolves payable related issues.
- Other Accounts Payable duties.
- Reviews prepayment requests for proper supporting documentation and enters the approved request for check-issuance.
- Monitors, expenses, and offsets paid prepayments.
Qualifications
Two (2) years of experience performing accounting operations work such as processing invoices and claims, document review and other related work.
OR
Associate’s degree, preferably in accounting or business-related field. Additional directly related experience and/or education be substituted on a year-for-year basis.
Desirable Qualifications:
- Experience performing accounts payable work such as auditing and processing invoices, and liquidating invoices from the purchase order/encumbrance.
- Knowledge of governmental accounting principles and procedures.
- Knowledge of automated accounting systems and PC applications including MS word and excel.
- Should possess strong organizational skills, the ability to work in a team environment, initiative, and dependability, including excellent attendance.

Pay and Benefits
$5,012.00 – $7,016.00 per month
