Job Detail
Duties & Responsibilities
- Works with management to determine staffing needs and priorities. Initiates the process to fill new or vacant positions. Identifies the need to update position descriptions and assists managers in determining qualification requirements. Consults with supervisor on organizational or staffing issues; determine the most appropriate type of appointment and recruitment method. Conducts recruitment activities in compliance with requirements of the law, collective bargaining agreements, policies, rules, and regulations.

Plans for and determines appropriate level of involvement in job fairs and other venues to promote employment opportunities and recruit candidates.

For personal services contract recruitment, places ads in appropriate publications/websites and takes other steps to locate suitably qualified applicants to refer to the hiring managers. Screens applications; advises managers on labor market conditions and reviews existing City class specifications to determine “best fit.” Provides advice and assistance to managers in the selection and hiring process.

For civil service recruitment, works with City DHR staff to initiate appropriate recruitment measures. Clarifies position requirements and any unique aspects of HART positions. Refers qualified applicants and assists managers in the selection and hiring process.

Coordinates the processing of new hires, including advising them of their benefits, assisting them with completing forms and other paperwork, and following up with other agencies (DHR, EUTF) to resolve problems.

Coordinates employee safety and security matters with HART Safety management and building security staff, including developing procedures for ID badges and key FOBs.

Performs work related to employee relations, including coordinating various fund drives and employee motivation programs.

Participates in staffing and position management planning relative to short and long-term staffing needs, including working with appropriate staff in DTS.

Drafts and/or updates various operational policies and procedures for the HART human resources programs, particularly in the areas of recruitment and staffing.

As assigned assist the Director of Finance and Administrative Services or others in matters affecting employer-employee relations; review and evaluate workers’ compensation claims.

As assigned or as part of a team, assesses training needs. Discusses ways to best address training needs, utilizing City classes, contracting with professional trainers, and developing in-house training.
Minimum Qualifications
- A combination of education and experience substantially equivalent to graduation from an accredited four-year college or university with a bachelor’s degree and three years of progressively responsible professional human resources management work experience.
Required Licenses or Certifications:
- Valid state driver’s license.
Required Knowledge of:
- Full range of human resource functions including recruitment and staffing, personnel management and training,
Required Skill in:
- MS Office
- Establishing and maintaining effective working relationships with other department staff, management, and outside agencies.
- Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
- Utilizing human resources system software and computer systems.
- Applying appropriate oral and written communication techniques to various individuals ranging from Agency employees, the general public, and local, state, and federal agencies.

HART does not cover any relocation costs and does not allow any Telecommuting (Tele-work).
