Job Summary

Reporting to the Chief Information Officer, the Manager Infrastructure and Telecommunications is responsible for the planning, implementation and support of all network infrastructure, including; servers, e-mail, voice and wireless telecommunication, data centres, cloud based IaaS and PaaS, disaster recovery and business continuity planning.

Education

  • Equivalent combination of education and experience.
  • Formal training in project management.
  • Post-secondary degree in Computer Science is preferred.

Knowledge

  • Minimum of 10 years’ experience in Information Systems and Technology in a medium to large organization of a complex diverse nature.
  • Minimum of 7 years in IT management and project planning.
  • MCSE or CISSP or ITIL or CCNP designation is preferred.

Responsibilities

Manages the data center and disaster recovery data center. Manages the local and wide area network infrastructure, servers, cloud based IaaS and PaaS, e-mail, voice and wireless telecommunication, storage, and business continuity planning. (40%)

  • Ensures the performance, availability, reliability, security of all production systems including all networked hardware, operating software and the data communications network.
  • Ensures adequate protection from fire, theft, misuse, intrusion and other damage, providing high security, confidentiality and backup for all network data, applications and equipment and availability of systems and the recoverability of network data, applications and systems.
  • Ensures appropriate security and integrity controls are in place for all electronic information stored on the Wide Area Network and cloud environments.
  • Provides on-going support, problem resolution, training, maintenance and upgrades.
  • Establishes processes to support computer hardware and supplies acquisitions, problem resolution, maintenance, repairs, installation, and upgrades, voice and wireless telecommunications, and the Internet.
  • Ensures all IT Infrastructure & Telecommunications activities and services are performed within corporate standards, guidelines and agreed upon service level agreements.

Anticipates future infrastructure and telecommunications directions, identifying opportunities and providing advice in applying technology to improve processes, achieve business goals and objectives and improve service delivery. (25%)

  • Initiates and approves the results of the feasibility and justification phase of IT projects.
  • Advises senior management of IT opportunities and issues, providing recommendations on how they may be addressed.
  • Serves as lead Project Manager on approved IT projects that pertain to IT Infrastructure & Telecommunications, preparing project scope, specifications, evaluating and recommending approvals for technology, suppliers and equipment.
  • Recommends new and revised IT policies, standards and procedures.

Manages people resource planning for the operating unit, determining ideal organizational structures, identifying desirable role and skill mix requirements and ensuring ongoing work quality and deliverability of results. (15%)

  • Enables results with the organization’s human capital strategy to foster employee engagement.
  • Directs and provides leadership for the activities and coaching of direct reports, providing work direction, setting priorities, assigning tasks/projects, determining methods and procedures to be used, resolving problems, ensuring results are achieved, and managing staff recruitment, performance, and skill development activities
  • Ensures alignment and coordination of activity and quality of output between teams under their direction
  • Ensures focus is service excellence, communication/transparency, innovation, and data integrity and work flow integration.
  • Ensures staff has the information and resources to make successful plans and decisions.
  • Ensures all people related issues, including recruitment, grievances and labour relations issues, are aligned to HR and Corporate standards and practices.
  • Helps to break down barriers to employee success, ensuring collaboration and cooperation with other teams within their division and department
  • Ensures Occupational Health & Safety policies, programs and practices are implemented, and maintained. This includes workplace inspections, monitoring, accident reporting and investigations, and ensuring any observed hazards or lapses in the functioning of OH&S processes, and other OH&S concerns are responded to promptly.
  • Ensures all individuals under supervision have been informed of hazards and instructed on the necessary risk control and emergency response measures

Develops, manages, and administers annual and multi-year Capital and Operating budgets for the operating unit ensuring support of Council’s objectives, financial transparency and accountability, monitoring budget adherence, identifying and explaining variances, and financial reporting is effectively managed in compliance with corporate financial policies. Ensure goods and services are acquired in accordance with the procurement policy. Authorize, and administer the acquisition of goods and services for the operating unit and direct reports in accordance with the procurement policy and procedures. (10%)

Builds and maintains effective partnerships with all Regional departments, shared services partners, other municipalities and external agencies. (10%)

  • Develops, manages and maintains effective working relationships and communications with Council, senior management, Regional departments and Shared Services partners to build consensus, resolve issues and complaints and ensure business needs are addressed.

Special Requirements

  • In accordance with the Corporate Criminal Record Check Policy, the position requires the incumbent to undergo a Criminal Records Check and submit a Canadian Police Clearance Certificate.
  • Must maintain ability to travel in a timely manner to other offices, work locations or sites as authorized by the Corporation for business reasons.
  • May be required to support emergency operations under the incident management structure, at the direction of the Emergency Operations Centre Director.
