The Manager, Network and Telecom will manage the local and wide-area networks, wireless network, internet service provider, telephony, and contact center infrastructures, under the direction of the Chief Technology Officer. This will be a hands-on leadership role that will lead various transformative network and telecommunications initiatives (redesign, infrastructure upgrades, new build outs), both strategic and tactical in nature, that will address most important challenges including scalability, stability, and an increasingly complex unified communications environment, including data, voice and video infrastructure.
ESSENTIAL FUNCTIONS
- Lead and deliver large scale and complex network and telecom project engagements that identify, design, and implement creative business and technology solutions for the organization.
- Responsible for managing projects, annual maintenance / support agreements, and other operational expenses to budget.
- Manage relationships with key IT partners, including outsourcing relationships.
- Involved in the definition of requirements and high level design for implementation of vendor system.
- Prioritize and schedule work within the Network and Telecom team, ensuring all colleagues continue to be professionally developed and no knowledge silos exist within the team.
- Work closely with senior IT Leadership and internal/external customers to deliver best-in-class network and telecom operations and support, including definition/ongoing reviews of SLA/OLAs.
- Embrace and/or adopt industry best-practices in IT operations and support processes (e.g., ITIL).
- Set direction for the team to define and implement new or existing policies and procedures to support the Health System network and telecom requirements.
- Collaborate with Information Security Officer (ISO) to ensure adherence to information security policies, guidelines and standards are met.
- Coordinate shift, and on-call resources, ensuring any issues escalated to the team are serviced with in a timely manner.
- Manage colleagues, including supervision, scheduling, and colleague development, evaluation, and performance management.
- Manage the deployment, monitoring, maintenance, development, lifecycle, upgrade, and support of network and telecom system infrastructures.
- Provide technical and project management to all network and telecom initiatives ensuring their successful completion.
- Author and review business cases, requirements, SOWs, RFPs, and other system acquisition artifacts.
- Ensure maintenance of network and telecom infrastructure software, firmware and operating system updates.
- Maintain a thorough understanding of the Internet Protocols (e.g., DNS, security, IP Routing, HTTP, VPN, e-mail routing, SPAM, SSL/TLS, etc.).
- Provide technical expertise as an escalation point for the Network and Telecom Team.
- Assist in the design of multi-server environments including IP address schemes, DNS, DHCP, Ether-Channel and wireless systems.
- Deliver and report on metrics to assess capacity of network / telecom operations and service levels.
- Assess, communicate, and prioritize operational risks to network services.
- Responding to inquiries from colleagues, administrators, service providers, site personnel and outside vendors, to provide technical assistance and support.
- Troubleshooting network hardware and software applications, telephones and security systems to resolve operational issues and restore services.

JOB REQUIREMENTS
Minimum Education – Preferred
Bachelor’s degree in computer science, Information Technology or other technical field preferred. Incumbents who not hold degrees may qualify if they have achieved applicable certifications and/or requisite work experience in training.
Minimum Work Experience
- Minimum of 5 years of demonstrated success and progressive experience in leading key Network and Telecommunications environments (architecture, infrastructure, technology support experience, preferably in healthcare environment).
- 2 – 3 years demonstrating progression in Leadership and management experience.
- Experience managing, implementing and administering Enterprise IT networks and telecommunication systems and related infrastructure in a Healthcare environment.
Required additional Knowledge, and Abilities
- Cisco (CCNA, CCNP, CWNA, CWSP, CCIE), Avaya or other relevant network/telecom certifications preferred.
- ITIL, Lean, or Six Sigma Training or experience preferred.
- Demonstrated success developing and leading a high performance IT team, and raising the maturity level of the function
- Experience with use of network/telecom analysis and monitoring tools.
- Experience with Layer 2 and Layer 3 switching/routing.
- Experience with telephony platforms including contact center technology, IVR, automated attendant, call detailed recording, PBX (analog and digital), and VoIP/SIP platforms.
- Strong communications skills including the ability to build relationships and effectively communicate with project teams and key clinical stakeholders, including business services, nurses and physicians.
- Flexible team player with strong project management and organizational skills with ability to establish and achieve goals and maintain timelines.
